Wednesday,September 6,2023 5:30 PM 6th Floor Conference Room
I. Call to Order, Roll Call
Chairman Miller called the meeting to order at 5:30 pm and a quorum was established
to conduct the meeting.
II. PUBLIC COMMENT:
None.
III. Approval of Absences: 8-23-23: Chairman Michael Miller
A motion was made by Commissioner Hedrick to approve the absence of Chairman
Miller and seconded by Commissioner Salazar-Garza. The Vote: All Aye. The motion
passed.
IV. Approval of Minutes
1. 23-1476 Regular Meeting Minutes August 23, 2023 DRAFT

A motion was made by Commissioner Mandel to approve the minutes listed above
and seconded by Vice Chairman York. The Vote: All Aye. The motion passed.
V. Consent Public Hearing: Discussion and Possible Action (Items A and B)
A. Plats
Chairman Miller stated Commissioner Motaghi was abstaining from Item No. 2 (Plat
Case No. PL7994, Legistar No. 23-1416, Wooldridge Creek Unit 9) on the Consent
Agenda.
Mark Orozco, Development Services, read Consent Agenda A, Item No. 2, into the
record as shown below. The plat satisfies all requirements of the Unified Development
Code (UDC)/State Law, and the Technical Review Committee (TRC) staff
recommends approval.
Chairman Miller opened the public hearing. Seeing no one to speak, the public
hearing was closed.

Commissioner Lerma moved to approve item 2, seconded by Vice Chairman York.
The Vote: Aye: Chairman Miller, Vice Chairman York, Commissioners Mandel,
Salazar-Garza, Munoz, Lerma, and Hedrick. Abstain: Commissioner Motaghi. The
motion passed.

into the record as shown below. The plats satisfy all requirements of the Unified
Development Code (UDC)/State Law, and the Technical Review Committee (TRC)
staff recommends approval.

hearing was closed.
Commissioner Salazar-Garza asked about the size of the cell tower and if there was
another location.
Staff responded they looked at structures in the area to build a tower, but there were
no structures to build on. Therefore, a new tower is being built.
Vice Chairman York moved to approve items 3 and 4, seconded by Commissioner
Munoz. The Vote: All Aye. The motion passed.

Salazar-Garza. The Vote: All Aye. The motion passed.
Discussion was held regarding mics and audio for live streaming.
