CALL TO ORDER The meeting was called to order by Catherine Giffin at 1:31pin in the Council Chambers on the first floor of City Hall. H. PUBLIC COMMENT A motion was made by Catherine Giffin to open the floor for public comment. As there was no response, Catherine Giffin closed the public comment. IV. MINUTES A motion was made by Coretta Graham and seconded by John Solberg to table the approval of the minutes of the Regular Meeting of November 17, 2022. Conflicting information on item numbers 7 and 8 on staff recommendations and what the board was in agreement with. C:5<A transcription error on item numbers 7 and 8 has been corrected to indicate agreement between the staff recommendation and the board's decision to reflect the stated motion by board members John Solberg and Merced Pena on November 17, 2022. See Minutes from November 17, 2022. V. ABSENCES A motion was made by Coretta Graham and seconded by John Solberg to excuse the absence of Coretta Graham from the Regular Meeting held on November 17, 2022. A roll call vote was taken, and the motion passed unanimously. VI. STAFF REPORT The Staff Report was presented to the Board for discussion and information regarding cases from January 28, 2021, to present. A motion was made by Coretta Graham seconded by John Solberg to approve the staff report. A roll call vote was taken, and the motion passed unanimously. VII. OLD BUSINESS 1. 1229 Crescent Dr., Demolition Residence & Accessory Structure (CULLEN PL UNIT 1 LT 33 BK 3) Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: Appearing in Opposition: James Powell Motion: A motion was made by John Solberg and seconded by Catherine Giffin to accept the staff recommendation and require demolition of the structure(s) according to Section 13-22(I) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1229 Crescent Dr., Demolition Residence & Accessory Structure (CULLEN PL UNIT 1 LT 33 BK 3). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken from Catherine Giffin, and John Solberg with one abstention from Coretta Graham. 2. 2023 McKenzie St., Demolition Residence (FITCHUE PLACE BLK 1503 LOT W 74 OF 33 THRU 36&AD). Staff Recommendation: To allow owner time to complete the repairs. Appearing in Favor: No one. Appearing in Opposition: No one. Motion: A motion was made by Catherine Giffin and seconded by Coretta Graham motion to table this for the March BSB meeting to find out if code enforcement is still maintaining the property at this time and check the progress of the of repairs and make secure exterior windows and doors. A roll call vote was taken and passed unanimously. VIII. NEW BUSINESS 1. 1011 Mary St. aka 928 Park Ave., Demolition accessory structure (E.B. COLES 1sT LT 7) Staff Recommendation: To require demolition due to the extent of fire. Appearing in Favor: Appearing in Opposition: Rey Gonzales representative of the corporation. Motion: A motion was made by John Solberg and seconded by Coretta Graham to accept the staff recommendation and require demolition of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1011 Mary St. aka 928 Park Ave., Demolition accessory structure (E.B. COLES 1sT LT 7). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken from Catherine Giffin, and John Solberg with one abstention from Coretta Graham. 2. 1214'2 -20 n Staples., Demolition Commercial (COLONIA MEXICANA LTS 34,54 6 BLK SE/2E) Staff Recommendation: To require demolition due to the extent of deterioration Appearing in Favor: Appearing in Opposition: Matt Manning and Priscilla Cambric Motion: A motion was made by Merced Pena and seconded by Coretta Graham to reject the staff recommendation and table this case until the next board hearing scheduled for March 2023. Owner is required to bring in a plan of action for restoration, a vacancy plan or show applications that have been filed for historical preservation. A roll call vote was taken and passed unanimously. 3. 922 Corn Products Rd., Demolition Commercial Structure (INDUSTRIAL COMPLEX BLK 5 LOT 3). Staff Recommendation: To require demolition due to the extent of deterioration Appearing in Favor: Jason Alaniz Appearing in Opposition: Mike Patel Motion: A motion was made by Catherine Giffin and seconded by John Solberg to reject the staff recommendation and table this case until the next board hearing scheduled for March 2023. Owner is required to obtain the necessary permits within 30 days also within these 30 days they are to not have any code violations and if these two are not met under the provision of Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code will require the owner will be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 922 Corn Products Rd., Demolition Commercial Structure (INDUSTRIAL COMPLEX BLK 5 LOT 3). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 4. 9702 Leopard St., Demolition Commercial and Accessory Structure (ARLINGTON HEIGHTS #2 BLK 0 LOT A.573). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: No one. Appearing in Opposition: Mohammed Durvesh Motion: A motion was made by John Solberg and seconded by Coretta Graham to reject the staff recommendation and table this case until the next board hearing scheduled for March 2023. Owner is required to obtain ownership of the property and secure the property and be no code enforcement violations during this time. A roll call vote was taken and passed unanimously. 5. 3201 and 3203 Rodd Field Rd., Demolition Commercial Structure (FLOUR BLUFF & ENC FRM GDN TRACT 1.455 ACS LT 9 SEC 20). Staff Recommendation: To require repair due to no structural problems. Appearing in Favor: No one. Appearing in Opposition: Stanislaus Uzoigwe Motion: A motion was made by Coretta Graham and seconded by Catherine Giffin to reject the staff recommendation and table this case until the next board hearing scheduled for March 2023.. A roll call vote was taken and passed unanimously. 6. 2730 Guadalupe St., Repair Residence and Accessory Structure (CARVER LT 13 BK Staff Recommendation: To require repair due to the extent of deterioration. Appearing in Favor: No one. Appearing in Opposition: No one. Motion: A motion was made by Coretta Graham and seconded by John Solberg to accept the staff recommendation and require repair of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the repair of the structure(s) located at 2730 Guadalupe St., Repair Residence and Accessory Structure (CARVER LT 13 BK 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 7. 1421 Ormond Dr., Demolition Residence and Accessory Structure (LAWNDALE #2 BLK 3 LOT 34). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: No one. Appearing in Opposition: No one. Motion: A motion was made by John Solberg and seconded by Coretta Graham to accept the staff recommendation and require repair of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the repair of the structure(s) located at 1421 Ormond Dr., Demolition Residence and Accessory Structure (LAWNDALE #2 BLK 3 LOT 34). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. IX. IDENTIFYING ITEMS FOR FUTURE AGENDA X.
