II. ROLL CALL Board Members Present Catherine Giffin — present Monica Pareso — absent John Solberg — present Carlos Martinez — present Merced Pena - present Staff Present Tracey K. PUBLIC COMMENT A motion was made by Catherine Giffin to open the floor for public comment. As there was no response, Catherine Giffin closed the public comment. IV. MINUTES A motion was made by John Solberg and seconded by Merced Pena to approve the minutes of the Regular Meeting of March 23, 2023. A roll call vote was taken, and the motion passed unanimously. V. ABSENCES A motion was made by John Solberg and seconded by Carlos Martinez to excuse the absences from the Regular Meeting held on March 23, 2023. A roll call vote was taken, and the motion passed unanimously. VI. STAFF REPORT The Staff Report was presented to the Board for discussion and information regarding cases from January 28, 2021, to present. A motion was made by John Solberg seconded by Merced Pena to approve the staff report. A roll call vote was taken, and the motion passed unanimously. VII. OLD BUSINESS 1. 1214 V2-20 N STAPLES., DEMOLITION COMMERCIAL (COLONIA MEXICANA LTS 3,4,5, & 6 BLK SE/2E). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: Appearing in Opposition: Matt Manning and Priscilla Cambric Motion: A motion was made by Carlos Martinez and seconded by John Solberg to reject the staff recommendation and table this case until the next board hearing scheduled for July 2023. The owner is required to bring in an engineer's report and a plan of action for restoration by the next meeting in July 2023. A roll call vote was taken and passed unanimously. 2. 3805 BETEL ST., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (TEMPLE BLK 13 LT 8). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: Appearing in Opposition: Motion: A motion was made by John Solberg and seconded by Carlos Martinez to accept the staff recommendation and require demolition of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 3805 BETEL ST., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (TEMPLE BLK 13 LT 8). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. VIII. NEW BUSINESS 1. 1113 ELGIN ST., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (LA PALOMA LTS 28&29 & E.47.5' LT30BK2). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: Appearing in Opposition: Pat Armadillo, Dennis Rodriguez, Jo Armadillo, Genaro Gonzales Motion: A motion was made by John Solberg and seconded by Catherine Giffin to accept the staff recommendation and require demolition of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1113 ELGIN ST., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (LA PALOMA LTS 28&29 & E.47.5' LT30BK2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 2602 SOLEDAD ST., DEMOLITION RESIDENCE STRUCTURE ONLY (CASABLANCA LT 10 BK 5). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: Avelino DeLeon Jr Appearing in Opposition: Motion: A motion was made by Catherine Giffin and seconded by Carlos Martinez to accept the staff recommendation and require demolition of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed forty (40) days to obtain proper permits and complete the demolition of the structure(s) located at 2602 SOLEDAD ST., DEMOLITION RESIDENCE STRUCTURE ONLY (CASABLANCA LT 10 BK 5). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 3. 302 WESTCHESTER DR., DEMOLITION COMMERICIAL (STRUM TR LT 14) EXCLUDING THE METAL STRUCTURE Staff Recommendation: To require demolition of the office building in the front and two wooden structures in the back. Due to deterioration. **Excluding the metal structure. ** Appearing in Favor: Appearing in Opposition: O.J. Beck III Motion: A motion was made by Catherine Giffin and seconded by John Solberg to accept the staff recommendation and require demolition of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 302 WESTCHESTER DR., DEMOLITION COMERICIAL (STRUM TR LT 14) excluding the metal structure. If the demolition is not started and completed as required, then the City is authorized to demolish the structures excluding the metal structure in the back of the property. A roll call vote was taken and passed unanimously. 4. 9021 CAROLINE RD., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (MCNORTON #2 BLK 6 LOT 5). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: Appearing in Opposition: Motion: A motion was made by John Solberg and seconded by Carlos Martinez to accept the staff recommendation and require repair of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the repair of the structure(s) located at 9021 CAROLINE RD., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (MCNORTON #2 BLK 6 LOT 5 ). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 5. 433 VAN CLEVE DR., DEMOLITION RESIDENCE ONLY (VILLA GARDENS BK13 LOT 5). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: Appearing in Opposition: Motion: A motion was made by John Solberg and seconded by Catherine Giffin to accept the staff recommendation and require repair of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the repair of the structure(s) located at 433 VAN CLEVE DR., DEMOLITION RESIDENCE ONLY (VILLA GARDENS BK13 LOT 5). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 6. 421 VILLA DR., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (VILLA GARDENS BLK 2 LOT 6). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: Appearing in Opposition: Motion: A motion was made by Catherine Giffin and seconded by John Solberg to accept the staff recommendation and require repair of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the repair of the structure(s) located at 421 VILLA DR., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (VILLA GARDENS BLK 2 LOT 6). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 7. 138 WATSON ST., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (SOUTHMORELAND BLK 10 LOT 22). Staff Recommendation: To require demolition due to the extent of deterioration. Appearing in Favor: Appearing in Opposition: Motion: A motion was made by John Solberg and seconded by Catherine Giffin to accept the staff recommendation and require repair of the structure(s) according to Section 13-22(H) (1) (c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty (30) days to obtain proper permits and complete the repair of the structure(s) located at 138 WATSON ST., DEMOLITION RESIDENCE AND ACCESSORY STRUCTURE (SOUTHMORELAND BLK 10 LOT 22). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. IX. IDENTIFYING ITEMS FOR FUTURE AGENDA X.
