A. Call To Order
Chair Jay Gardner called the meeting to order at 5:45pm.
B. Roll Call
Present: 9- Chair Jay N. Gardner, Robert Pruski, Craig Thompson, Meagan Furey, Robert Corbett,
Roy Coons, Dotson Lewis, Marvin Jones, and Terry A. Palmer
Excused: 3- William Uhlarik, Michael Pittman, and Charles F. Duffley
C. Public Comment
David Eckenrode: pickleball advocate, National Pickleball Day, started a local group to
get folks involved, wanted to remind ISAC that the community is very interested in
pickleball courts, offering a pickleball 101 at 6:45pm tomorrow night.
Jeff Smith: pickleball advocate, looking for courts in Commodore, not sure about
maintenance costs
Adam Rios: advocate for skatepark, Olympic sport, interested in small streetscape
course.
Mark Graham: advocate for a skate park with the possibility for bikes as well, want them
to be more accessible, want to offer lessons, community outreach, etc. for the community.
Earl Kester: concerned about parking along the streets near the park, especially if there
is an increase in visitors.
Shawna Lehy: island resident, advocate for preserving a part of Commodore Park, over
near the basketball court as a nature preserve, Oakmont Groves are currently there,
home for migrating birds, want to keep the habitat there.

1. 23-1321 Island Mobility Study Introduction
This item was presented before the ISAC meeting was called to order.

2. 22-0397 Ex-Officio Member Updates
Parks & Recreation Advisory Committee Update: Encantada Sidewalk may have been
approved for 5 ft. neat the elementary school, proposal to extend smoking/vaping ban to
all city parks, lots of public comment on the topic, can call 311 to report broken
equipment at the parks.
Nueces County Update: No updates
Watershore Beach Advisory Committee: Bylaws updated, added parameters to ensure
they have the right expertise in their committee, did some research concerning lifeguard
pay, ISAC potentially to support the resolution they drafted, interested in retaining
lifeguards for longer than a single season, no updates on the Erosion Plan resolution.
3. 22-0398 Beaches & Parks Update
The City has had a great summer, no storms yet (knock on wood), dredging this
summer/winter hopefully, still waiting on permit, no major issues, people keeping the
beach pretty clean, won an award (the beach operations team), given out over 45,000
trash bags this year, using the dredging material to fill in the beach, once the permit has
been approved he can move the sand laterally to make it all even.
4. 22-0399 Engineering & Bond Updates
Park Rd. 22 Bridge: ongoing site work continues; completion is projected to be extended
to October 2023.
Packery Channel Restoration: Construction ongoing, completion by September 2023.
Packery Channel Monitoring: on hold until the completion of the dredging and restoration.
Packery Channel Dredging: Construction contract approved by City Council on 7/25/23.
Bond 2018: Ongoing coordination with TxDOT.
Bond 2020:
Beach Access Rd. No. 3: Awaiting 60% design submittal.
Encantada: Awaiting 60% design submittal.

Jackfish: Construction beginning September 2023.
Park Rd. 22: Construction started with installation of TCP.
5. 22-0400 TIRZ#2 & Subcommittee Updates
Jay Gardner: Subcommittee has not met, TIRZ#2 is moving along
Heather Hurlbert: budget discussions in June/July, budget proposed to council for the
Briscoe King Pavillion, should have an update from the county in the next few months,
project for paper streets included ($7 million, Crows Nest & Sanddollar prioritized), also
the affluent waterline extension and repair (design and construction), beginning the
ongoing maintenance of the Packery Channel (allocated $1.2 million for the reserve fund
for the future dredgings/large projects), and Seawall repairs and improvements along the
beach, still have preliminary money set aside for design, will prioritize and will have more
updates in the future.
6. 22-0402 Island ADP Committee Update
Have not met.
7. 23-0793 Island BFE/FEMA Subcommittee Update
Bob Corbett: first meeting 6/29/23, included Roy Coons, Marvin Jones, Bob Corbett, and
Michael Pittman. Working on having the UDC updated to encourage builders to have a
standard foundation. Looking at what works the best in flooded areas (FEMA document),
working on getting the word out to city staff, met with Councilman Suckley, have his
support.
Next steps: need to pin down max drainage slopes, eventually would like full ISAC
support, forward a city a recommendation, and meet with builders to discuss.
Maybe 350-500 infill lots.
Michael Dice: discussed a limit of fill, open to having stakeholder meetings, now that we
have builders using stemwall it's a good argument to make
BC: haven't spoken to builders yet, but in the past they have been reticent to change the
UDC
Craig Thompson: what is a stemwall? Have we heard the builders out? Can we bring
them in and ask them what their objections are to the stemwall?
BC: to send photos to Bonnie for presentation (next ISAC meeting)
