The mission of the Business & Job Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Leah Pagan Olivarri to call the meeting to order.
President Leah Olivarri called the meeting to order at 2:43 p.m.
B. CaII Roll:
City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
Present: 5 - President Leah Pagan Olivarri, Secretary Diana Summers, Board Member Robert Tamez,
Vice -President Alan Wilson and Board Member Jesus Jimenez
C. PUBLIC COMMENT:
President Olivarri referred to Public Comment. There were no comments from the public.
D. MINUTES / EXCUSE ABSENCES
1. 23-1328 Approval of Minutes of the Type A July 17, 2023 Regular Meeting.
President Olivarri referred to Item 1. Mr. Wilson made a motion to approve the minutes
as presented, seconded by Mr. Tamez, and passed unanimously.
E. FINANCIAL REPORT
2. 23-1467 Type A Financial Reports as July 31, 2023
President Olivarri referred to Item 2. Interim Director of Finance Alma Casas presented
the financial reports as of July 31, 2023.

A Board Member asked whether the ALMA at Greenwood is under construction. City
Manager Peter Zanoni stated the business plans that were set did not materialize and
there is no construction at this time.
F. EXECUTIVE SESSION ITEMS: None
G. AGENDA ITEMS:
3. 23-1559 Motion authorizing the reallocation of Type A Business and Jobs Development
Funds from the Major Business Incentive fund in the amount of $26,725 for
Whataburger Field HVAC replacements.
President Olivarri referred to Item 3. Assistant City Manager Heather Hurlbert said the
purpose of this item is to approve a motion authorizing the reallocation of funding for
Whataburger Field HVAC replacement.
Mr. Valls made a motion to approve item 3, seconded by Mr. Wilson, and passed
unanimously.
I. PRESENTATION ITEMS:
4. 23-1560 Briefing on Proposition A
President Olivarri referred to Item 4. Assistant City Manager Heather Hurlbert presented
a briefing on Proposition A.
Ms. Hurlbert presented the following: November 7, 2023 election for the re -purposing of
the 1/4 cent Type A sales tax; current use of the Type A sales tax and the expanded use
of the Type A sales tax if proposition A passes.
Board Members, City Manager Peter Zanoni and Ms. Hurlbert discussed the following
topics: whether any previous commitments will be effected if the Proposition A passes;
paying off the bonds is not being proposed with the re -purposing of the 1/4 cent sales tax;
the purpose for the early election; the projected revenue of the sales tax; Type A Board
will continue to govern their portion of the sales tax and allocation of funds; city council
recommended adding the defined percentages and use a minimum percentage amount
for each approved project; city website has a link for Proposition A and frequently asked
questions; definition for a regional park; the city is responsible for the maintenance of city
parks which comes from general fund; whether HOT tax could be used for the airport.
J. EXECUTIVE DIRECTOR COMMENTS:
President Olivarri referred to the Executive Director comments. There were no
comments.

K. ADJOURNMENT
There being no further business, President Olivarri adjourned the meeting at 3:22 p.m.
This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via
videoconference call or other remote method of meeting, then a member of this governmental body presiding over this
meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government
Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
