Watershore and Beach Advisory Committee
Thursday,August 3,2023 5:30 PM Staff Conference Room 1st Floor,City Hall.

C. Public Comment
There was 1 person in attendance, she is the Beach Operations' supervisor and she
didn't want to speak.
D. Approval of Minutes and Action on Absences
The minutes from the from June 1, 2023 were distributed for review. Armon made a
motion to accept the minutes as presented, Ruben seconded, unanimously approved.
E. Committee Reports
1. 23-0718 PRAC Report - Howard Schauer
Howard reported that at the last PRAC meeting, the major topic was the smoking in the
park issue. There is currently a ban on smoking at Blucher Park, and PRAC would like
other parks to have the same ban. The police are planning to attend PRAC's next
meeting to discuss this issue further. PRAC also discussed some water sport launching
sites. There was discussion regarding the budget cycle and Howard noted that a beach
survey was included for$125K. Howard also said he is interested in discussing the
distribution of the free disable vet parking stickers. He did ask about the opportunity to
have the beach permits good for 2 years, and that idea did not go over well with this
committee. Howard wanted to know who was responsible for the trash receptacles along
Ocean Drive, the answer is Solid Waste. Armon wanted to discuss the smoking ban

issue; the pros and cons.
2. 23-0722 BMAC Report - Cliff Schlabach
Cliff reported that the next BMAC meeting is on August 16th, they have not met in a
couple of months. He did says that there has a been a big drop in applications for dune
protection on the Island.
3. 23-1044 ISAC Report
There was not an ISAC report.
F. Staff Reports
The beaches are doing well. Beach Operations received an award from the Surfrider
Foundation for their work on keeping the beach clean and promoting the beach trash
bags. He relayed that the beach is short on lifeguards; many are going back to school.
On the weekends this is not a problem but during the week it is. They will be dredging this
winter and the bollards will be moved once Darren gets the GLO approval. He did relay
that the lifeguards had a success major rescue on Access Road 2. There was discussion
regarding the placement of the lifeguard stands. Darren explained that when the summer
started they were about 25' from the water's edge and now they are about 100" from the
water. Meredith suggested that she could work on better communications with the hotels
regarding the canopy issue.
G. Unfinished Business
4. 22-1575 WBAC By-laws
Meredith relayed that there were no changes suggested to the draft that all the members
had received. Philippe suggested that Section 4 under "B. Officers" be moved to Section
2, Section 2 becomes 3 and Section 3 becomes Section 4. He also wondered if
changes could be made to "B. Duties" and the answer was no, not unless you want to
change the ordinance. There was lots of discussion regarding the engineer category
under"A. Membership", the final wording will be "An engineer with related ocean and/or
coastal engineering experience.". Under "Membership"#4 the wording will be changed
to "An owner or representative from a hotel or a short term property management
company located on North Padre Island or Mustang Island.". Under "Subcommittees"
Section 1, we removed the duplicate wording of"approval of the". Scott approved a
motion to accept the Bylaws as changed, Larisa seconded, unanimously approved.
5. 23-0240 Chapter 2 Amendments Sub-Committee Report
This was approved in the Bylaws discussion.

6. 23-0912 Resolution - Beach Rescue Pay
The Lifeguard Resolution was emailed to all the members. Harrison asked Darren about
the possibilities for there to be higher positions than just the senior and head lifeguards.
Darren explained that for the Galveston lifeguards, they use hours worked as a stepping
stone to the senior and head lifeguard positions but for the Gulf beach lifeguards to get a
better system, they need money. He would like to have an hierarchy of pay after so many
hours working. Philippe made a motion to accept this resolution as written, Ruben
seconded, unanimously approved.
7. 23-1045 Deidre Williams Presentation - Shoreline Survey
Deidre did a presentation on shoreline position and berm width, with regards the North
Padre Island Seawall. She said that she has been working with Darren on this issue; the
management of this area with regards to visitors safety. Most of this presentation is
based on a survey done in March of 2023. Her area of focus is the seawall but the issue
extends much further, southward, northward and the Packery Channel. The dredging from
the Channel was used to nourish the seawall area in the past. The problem is that the
cycle of nourishment has not met the need. If the beach is not wide enough (150') then the
beach must be blocked off from vehicle traffic. This was only meant to be a temporary fix,
a safety measure for visitors. Darren has also been working on a permit so that he could
move sand, this permit has been waiting to be approved for 3 years. Another option
could be to find suitable sand sources for re-nourishment. Deidre went on to talk about
the origin of the seawall, how the beach width is calculated and the water/wave action.
She next spoke about the shoreline position changes,just from 2022 to 2023. She gave
the group some history on what effects hurricanes Ian, Ike and Harvey had on the beach.
She ended her presentation with slides showing the rate and trend of the shoreline
position changes. The beach has not been nourished since 2013, and it is needed and
regularly! There was lots of discussion regarding the corrective measures.
