The meeting was called to order by Jarvis Amaya at 12:32p.m

There was a motion to approve. The motion was seconded and passed unanimously.

3. 23-1498 Region 11 Zoonosis Report
Joel Skidmore advised there was nothing new or any changes to report for Nueces

4. 23-1499 Monthly Shelter Report and Clinic Report
Joel Skidmore went over the August 2022/2023 Comparison Shelter report. Mr.
Skidmore introduced the new interim Director of CCACS William Cox and newly
appointed Board Member Monica Montalvo. Mr. Dominguez inquired on making a report
over the weekend when ACS is closed. Mr. Skidmore clarified ACS is not closed on the
weekends, ACO's are working, however if outside business hours of the front office then
a report can be made to the non-emergency phone number with CCPD who then
dispatches ACS over the radio. Ms. McCollough inquired on the increase of number
citations issued, Mr. Skidmore explained it was due to accountability and new field
officers. Ms. D. Torres inquired on a report that indicated how many calls were received
and responded to. Mr. Skidmore advised an Open Records Request could be done and
he would be willing to discuss what information he could verbally. Ms. D. Torres inquired
about making a report on a Saturday for selling puppies, Mr. Skidmore explained a
report can be made to the front office as it is open on Saturdays or with non-emergency
who then dispatch ACS. Mr. Skidmore explained the hierarchy of priority calls, as officers
respond to bites, injured etc. prior to selling puppies. Mr. Dominguez inquired about
citations for registration, Mr. Skidmore and Mr. Parrott confirmed both parties, previous
and current owner can be citated should they fail to update their microchip registration.

H. New Business for Discussion and Possible Action
5. 23-1507 Discussion on Euthanasia Policy (Wildlife, Public Safety, Qualifying Behavior)
Ms. McCollough inquired on more detail, in depth answer on why, how an animal is
selected for euthanasia. Mr. Skidmore explained it is a collective decision among
leadership with multiple factors, health/medical, behavior, public safety, length of stay.
Ms. McCollough expressed concern about the euthanasia of 6-month-old puppies at
CCACS since they were 8 weeks old. Mr. Skidmore explained that the said puppies
were growing up feral in a shelter with no adoption or rescue interest and CCACS is
unable to house indefinitely. Ms. McCollough question the efforts/tactics used to move
puppies out of the shelter, Mr. Skidmore advised although there is always room for
improvement CCACS can only do so much with community support and the support of
current rescue partners before deciding to euthanize an animal. Ms. D. Torres inquired
on the length of stay for an adult dog, Mr. Skidmore explained 3 days if there are no signs
of ownership and 5 days if owned, if owner does not reclaim then multiple factors are
considered for a plan, adoption, rescue, euthanasia. Ms. Montalvo inquired who is being
proactive on reaching out to rescues' Skidmore explained CCACS has 4 live release
staff members whose job is to reach out to rescue partners daily via email/phone and
manage social media posts to promote adoption/rescue. Mr. Cox confirmed with Ms.
Montalvo that emails are being sent/received currently as this meeting is going to/from

rescue groups and the live release team trying to place animals. The board was informed
by Mr. Skidmore to follow CCACS on social media directly for accurate information vs
others that share or make individual posts. The board inquired if CCACS has a set
number of empty kennels on a daily basis, Mr. Skidmore advised there is not a set
number of kennels daily, the availability of kennels varies daily. Ms. D. Torres inquired on
rescues not having the support of the city financially. Mr. Skidmore explained that at times
CCACS will assist but a rescue should not be taking on animals they cannot support. Ms.
McCullough also added it should not be the city's responsibility to support a private
rescue.
6. 23®1509 Discussion on Spay and Neuter Ordinance including partnerships
Ms. McCollough inquired on the notification of the public to advise the citizens of the new
intact permit Skidmore advise CCACS has done numerous news stories, officers are
handing out flyers, letters have been mailed to local vet offices, social media posts. Mr.
Cox advised a banner has been ordered and reiterated the efforts of CCACS, confirmed
news stories have been done about the new ordinance. Ms. Montalvo mentioned that
most citizens are on social media vs the news.
7. 23®1510 Discussion on mandating rescue partners to provide data of animals pulled
Mr. Dominguez expressed concern for the animals that go to rescue and their
care/wellbeing/whereabouts once with the rescue. Ms. McCollough advised that rescues
are already overwhelmed and to ask rescues to provide the requested data can result in
the rescue deciding not to pull from CCACS leaving more animals at risk for euthanasia.
Mr. Parrott advised that CCACS has a software that reaches out to rescues for updates
on animals pulled from CCACS and are often posted on social media but not all rescues
respond. Mr. Smith mentioned a situation of a rescue that was working for profit only, the
board responded with the animals mentioned were not from CCACS.
