Call to Order, Roll Call Chairman Miller called the meeting to order at 5:30 pm and a quorum was established to conduct the meeting with Commissioner Lerma absent. Present 8- Board Member Brian Mandel, Board Member Cynthia Garza, Board Member Justin Hedrick, Chair Michael Miller,Vice Chair Michael York, Board Member Jahvid Motaghi, Board Member Mike Munoz, and Board Member Michael Budd Absent 2- Advisory Non voting Ben Polack,and Board Member Billy A. Lerma II. PUBLIC COMMENT: None. III. Approval of Absences: 9-20-23: Commissioner Munoz A motion was made by Vice Chairman York to approve the absence listed above and seconded by Commissioner Mandel. The Vote: All Aye. The motion passed. IV. Approval of Minutes: 9-20-23 1. 23-1608 Regular Meeting Minutes DRAFT 9-20-23 Attachments: 9-20-23 Planning Commission DRAFT Meeting Minutes A motion was made by Commissioner Motaghi to approve the minutes listed above and seconded by Commissioner Salazar-Garza. The Vote: All Aye. The motion passed. V. Consent Public Hearing: Discussion and Possible Action (Items A, B, C, and D) Chairman Miller stated Commissioner Budd is abstaining from Item No. 4 and Commissioner Hedrick is abstaining from Item No. 11 on the Consent Agenda. Mark Orozco, Development Services, read Consent Agenda A, Item 4, into the record as shown below. The plat satisfies all requirements of the Unified Development Code (UDC)/State Law, and the Technical Review Committee (TRC). Staff recommends approval. Chairman Miller opened the public hearing. Seeing no one to speak, the public hearing was closed. Mark Orozco, Development Services, read Consent Agenda D, Item No. 11, into the record as shown below. Staff recommends approval. Chairman Miller opened the public hearing. Seeing no one to speak, the public hearing was closed. Vice Chairman York moved to approve Item No. 11, seconded by Commissioner Motaghi. The Vote: Aye: Chairman Miller, Vice Chairman York, Commissioners Mandel, Salazar-Garza, Motaghi, Munoz, and Budd. Abstain: Commissioner Hedrick. The motion passed. Mark Orozco, Development Services, read Consent Agenda A, B, C, and D, (except Items 4 and 11) into the record as shown below. The plats satisfy all requirements of the Unified Development Code (UDC)/State Law, and the Technical Review Committee (TRC), and staff recommends approval. Also, staff recommends approval of the plat waiver and the zoning case. Chairman Miller opened the public hearing. Seeing no one to speak, the public hearing was closed. Commissioner Motaghi moved to approve Consent Agenda A, B, C, and D, (except Items 4 and 11), seconded by Commissioner Munoz. The Vote: All Aye. The motion passed.
