I. Call to Order, Roll Call
Chairman Miller called the meeting to order at 5:30 pm and a quorum was established to
conduct the meeting with Commissioner Munoz absent.
Present 8- Board Member Brian Mandel, Board Member Cynthia Garza, Board Member Justin
Hedrick, Board Member Billy A. Lerma, Chair Michael Miller,Vice Chair Michael York,
Board Member Jahvid Motaghi,and Board Member Michael Budd
Absent 2- Advisory Non voting Ben Polack,and Board Member Mike Munoz
II. PUBLIC COMMENT: None.
III. Approval of Absences: None.
IV. Approval of Minutes

A motion was made by Commissioner Hedrick to approve the minutes listed above and
seconded by Vice Chairman York. The Vote: All Aye. The motion passed.
V. Consent Public Hearing: Discussion and Possible Action (Items A, B, and C)
Chairman Miller stated Commissioner Hedrick was abstaining from Items No. 5, 6, 7, 8,
9, and 10 (King's Landing) on the Consent Agenda.
Mark Orozco, Development Services, read Consent Agenda A, Items No. 5, 6, 7, 8, 9,
and 10 into the record as shown below. The plats satisfy all requirements of the Unified
Development Code (UDC)/State Law, and the Technical Review Committee (TRC) staff
recommends approval.
Chairman Miller opened the public hearing. Seeing no one to speak, the public hearing
was closed.
Commissioner York moved to approve Items No. 5, 6, 7, 8, 9, and 10, seconded by
Commissioner Salazar-Garza. The Vote: Aye: Chairman Miller, Vice Chairman York,
Commissioners Mandel, Salazar-Garza, Motaghi, Lerma, and Budd. Abstain:

Commissioner Hedrick. The motion passed.
Mark Orozco, Development Services, read Consent Agenda A, Items No. 2, 3, 4, and 11
into the record as shown below. The plats satisfy all requirements of the Unified

recommends approval.

Vice Chairman York moved to approve items 2, 3, 4, and 11 seconded by Commissioner
Salazar-Garza. The Vote: All Aye. The motion passed.

the record as shown below. Staff recommends approval.
Chairman Miller opened the public hearing. Seeing no one to speak, the public hearing
was closed.
Commissioner Hedrick moved to approve items 12 and 13, seconded by Commissioner
Motaghi. The Vote: All Aye. The motion passed.
Mark Orozco, Development Services, read Consent Agenda C, Zoning, Item No. 14 into
the record as shown below.
Chairman asked about zoning changes prior to a request for annexation.
Elena Buentello stated annexation takes place at the Council meetings and we are in
coordination with the Planning Department so all the items will go to Council at the same
time.
Chairman Miller asked if the wastewater plan is approved prior to annexation.
Nina Nixon-Mendez stated the Wastewater plan does not extend to that property so they
will be doing septic. The plats are '/2 acre lots. The RS-15 is the minimum requirement. If
the platted lots were smaller, they would not be able to do septic.
Chairman Miller opened the public hearing. Seeing no one to speak, the public hearing
was closed.
Commissioner York moved to approve item 14, seconded by Commissioner Hedrick.
The Vote: All Aye. The motion passed.
