A. Call To Order
The October 2nd meeting was called to order at 5:31 p.m.
B. Roll Call
Present: 7- Curt Broomfield, John Wood, John Murray, Marcus Veazey, Don Dunlap,Alyssa B.
Mason, and Richard E. Bell
Excused: 2- Vice Chair Charles Pendlyshok, and Robert Kelley
C. Public Comment
David Loeb and Kathy Oler were present for public comment. David Loeb expressed the
importance of the MAC looking closely into Proposition A, as he believes it will take
funding away from the Marina. Marina tenant Kathy Oler informed the committee of her
concerns for the spoil area in the bay and that the marina entrance gap isn't visible
enough to approaching vessels.
D. Approval of Minutes and Action on Absences
The minutes for the September 11th special meeting were approved as is.

E. Director's Report
Jonathan Atwood gave the floor to Assistant City Manager Heather Hurlburt to discuss
Proposition A. Ms. Hurlburt distributed pamphlets and fielded questions from the
committee regarding Proposition A. Mr. Atwood advised that the City's fiscal year ended
on September 30th so going forward numbers on the financial reports will look a bit
different. The Harvest Moon Regatta, taking place October 26th —28th is one of the last
big regattas on the Texas Coast. The regatta runs from Galveston to Port Aransas. The
marina occasionally sees an influx of transient boaters that weekend.

3. 23-1334 Capital Improvement Projects Update
Mr. Atwood distributed a flyer with the scope of the dock replacement project that is set to
start this week depending on the weather. The Coopers Alley boater's facility project is
at the 30% design stage. Once the City Manager has reviewed the plans, Mr. Atwood
will share the renderings with the committee. We have the basic floor plan and
renderings for the haul out and office facilities, which is also pending review by the City
Manager. The Peoples Street Boardwalk project is 100% designed, but forward
progress is delayed due to the Harrison's Landing building plans. The City and
Harrison's Landing continue to meet to finalize plans. The Marina master plan group held
stakeholder meetings in September and will meet with the City Planner Wednesday,
October 4th. The major issue appears to be connectivity to downtown. EDSA is enjoying
the challenge the marina presents and will have a preliminary plan by the end of
November or beginning of December. The final plan will be completed in February 2024.
4. 23-1335 Fuel Station Update
Mr. Atwood advised the City's Risk Management Department is putting together the
insurance requirements for the fuel station RFP. Once completed the RFP will be ready
to send out near the end of October.
H. New Business for Discussion and Possible Action
23-1605 Peoples Street Paving Project
Ms. Mason confirmed the City will be repaving Lower Broadway to Peoples Street on
November 9th. Mr. Atwood advised the Streets Department had to confirm with Legal
before we are able to install temporary rubber speed humps on Peoples Street T-head
due to liability issues.
23-1606 Marina District
Mr. Broomfield suggested all branding for the Marina Arts district be under the "marina
district." Including an exit sign from the highway. Mr. Atwood added that Parks and
Recreation are working on additional signage for City parks and the marina.
I. Future Agenda Items
A resolution to amend the City Council's definition of the seawall and navigational aid
lights.
