There was no one from the public in attendance.
D. Approval of Minutes and Action on Absences
The minutes from the August 3, 2023 were approved unanimously.
E. Committee Reports
1. 23-1598 PRAC Report - Howard Schauer
Howard reported that at the last PRAC meeting they passed a resolution to ban smoking
in City Parks. Golf courses and beaches were excluded. PRAC will present the resolution
to City Council.
2. 23-0722 BMAC Report - Cliff Schlabach
Cliff reported that BMAC has not received many applications. He did say that BMAC has
been able to enforce the 350' setback, from the vegetation line. BMAC meets the third
Wednesday of the month at the Briscoe King Pavilion at 2 pm. Cliff spoke about some

future projects that BMAC has.
3. 23-1044 ISAC Report
Harrison reported that in the August ISAC meeting they discuss the plans for
Commodore Park. WBAC members got a copy of the survey regarding what the people
wanted for this plan. There was lots of discussion regarding the survey and the plans.
Harrison told the members that people can call 311 for issues with broken equipment
parts. ISAC wanted a copy of the resolution that WBAC made with regards to the
lifeguard pay. They also talked about the bollards, upcoming dredging, and the Island
mobility study.
F. Staff Reports
Darren spoke about 2 upcoming events; the solar eclipse and dredging. The solar event
is being treated as if it were a holiday for Beach Operations; Whitecap was named as
the place to go to see it. Regarding the dredging; the pumping should start
mid-November. The line will run from the channel, in front of the dunes, and along the
seawall with crossovers for visitors. There will be beach closures that will be in 1000'
sections and the sections will be moved as needed. The sand coming out will not look
pretty, it will be like a sludgy oil and smell but "Mother nature" will clean it up. Darren
relayed to the group that he is still waiting for the permit, but that it does includes Red
Knots, Piping Plovers and Turtles. Darren reported that Beach Operations' is getting
started on some winter projects.
Darren did say that there will be media push when the dredging starts.

4. 23-1599 Sand and Shorelines
Philip relayed to the group that after seeing Deidre's presentation, He thought that WBAC
should present something to City Council. Deidre presented on the science side and he
believes that the City needs to do more study on what could be done nourishment wise.
He would like the City to plan on how to proceed once the dredging is done; to be
proactive not reactive. He would like WBAC to take the next step, possibly a resolution.
Darren did say that there is some internal discussion regarding the dredging and
budgeting funds for the Packery Channel.
Harrison relayed that the USACE started a sediment budget for Nueces County early last
year, and that the City was not represented and he believes this needs to be brought
back up to USACE. The goal of this was a to be a cooperation between all entities and
all entities looking at potential sand sites, and funding. It would be advantageous if the
Federal government were to give us assistance. The idea of forming a subcommittee to
look at the management of the Channel was talked about. It would be better looked after
by local people. With regards to sand becoming available, Philippe thinks that we should

have a plan in place, so that we could act quickly when sand does becomes available. It
was talked about that the management of the channel should be handled by Beach
Operations and Parks, except for specific projects. Engineering would still have to be
involved in special projects. Darren reported that Jeff Edwards would like to hand this
over to the Parks but Darren has not heard anything more about this. Darren will speak
with his bosses and see where this is at. Philippe wondered what kind of suggestion we
could make to the City to get this moving.The suggestion was made to have a sub
committee to start with. Larisa made a motion to form a subcommittee regarding the
sand & shoreline, Scott seconded, unanimously passed. The sub committee will be
Philip, Harrison and Philippe.
