The meeting was called to order and a quorum was established with Commissioners Williams, Montez, and Wanzer absent. PUBLIC COMMENT: None. APPROVAL OF MINUTES: August 24, 2023. A motion was made by Commissioner Landreth to approve the minutes as presented by staff and seconded by Commissioner Riggle. The Vote: All Aye. The motion passed. iv. APPROVAL OF ABSENCES: Augusts 24, 2023: Commissioners Forrester and Riggle. A motion was made by Commissioner McLaughlin to approve the absences, seconded by Commissioner Riggle. The Vote- All Aye. The motion passed. v. DISCUSSION AND POSSIBLE ACTION: 1) Endorse nomination to the National Register of Historic Places for the Ritz Theater, 715 North Chaparral. Robert Kurtz, Historic Preservation Officer, stated as a Certified Local Government (CLG), the Landmark Commission is expected to review and comment on any nomination within their jurisdiction. The CLG is required to draft a response letter referencing comments from the commissioners as well as the public. The CLG is required to send the letter to THC's National Register program and CLG program within 60 days after receiving the notification of nomination. The general purpose of the response letter is to hear local opinions on the nomination under review that are backed by a member, or members, that meet the Secretary of Interior's Professional Qualification Standards. Cheryl Votzmeyer-Rios, Executive Director of CCPATCH, stated the theatre will be a multi-use theatre; music, theatre, dance, arts, and education; along with in-house programming. Rehabilitation will be conducted to keep as much as they can from the 1930 era. There are currently four bathrooms, very small, and no elevator. Renovations will include an elevator and 21 stall bathrooms. A motion was made by Commissioner McLaughlin to approve The Ritz nomination to the National Register of Historic Places, seconded by Commissioner Forrester. The Vote: All Aye. The motion passed, Fred Garza, 7210 Windwillow Drive, a local developer, spoke to the commission and stated he is familiar with the Majestic Theatre in San Antonio and is excited about the rehabilitation of the Ritz Theatre. Mr. Garza thanked the Landmark Commissioners for their service. 2). Review 2024 meeting calendar: discussion was held. A motion was made by Commissioner McLaughlin to approve the 2024 meeting calendar, seconded by Commissioner Wilson. The Vote: All Aye. The motion passed. vi. HISTORIC PRESERVATION OFFICER REPORT: 1) Upper Westside Historic Resources Survey: ongoing. Initial research is occurring. We should get the research design by December 31� 2) Morningside Historic Resources Survey and Neighborhood Outreach: ongoing. We hope to complete by the end of the year; followed by outreach to become a Historic District. 3) High School interns to assist with Historic Resources Surveys: we have one high school intern who is working on Morningside data and research. 4) American Planning Association, Texas Conference Mobile Workshop Tour-Downtown and Historic Preservation, November 8, 2:00 pm- ready to go; walking tour and bus tour. 5) City of Corpus Christi Historic Preservation Plan to receive the Gold Winner for achievement in Historic Preservation from the American Planning Association, Texas Chapter, at the APA Texas annual conference on November 10, 4-45 pm at the American Banking Center-, commissioners are invited to attend. vii. DIRECTOR'S REPORT: The Mobile Workshop is for participants of the APA conference who signed up for the workshop. There will be a tour of Heritage Park and the Centennial House, Anyone can attend the preservation plan event; you do not have to register for the conference at the American Bank Center; please arrive by 4:00 pm for the photo opportunity. We are not anticipating a December meeting. Detail discussion of the neighborhood surveys was held. vial. FUTURE AGENDA ITEMS: November 16, 2023: COAD 3001 Morgan; Dr. Garcia building. A tour of the building is not a possibility. Members would like a map of Morningside and Upper Westside Historic Survey map. Discussion of the WWII Heritage Trail was held. Assistant Director Nina Nixon-Mendez was mentioned at the city council meeting during the WWII Heritage Trail presentation for all the hard work she has done. 1"" ix.
