Planning Commission
Wednesday, November 15,2023 5:30 PM City Hall 6th Floor Conference Room
I. CALL TO ORDER, ROLL CALL.
Chairman Miller called the meeting to order at 5:30 pm and a quorum was established to
conduct the meeting with Commissioner Lerma absent.
Present 8- Michael Miller, Michael York, Brian Mandel, Cynthia Garza, Mike Munoz, Jahvid Motaghi,
Justin Hedrick, and Michael Budd
Absent 2- Billy A. Lerma, and Ben Polack
II. PUBLIC COMMENT: None.
III. Approval of Absences: November 1, 2023: Chairman Miller and Commissioner
Motaghi
A motion was made by Commissioner Mandel to approve the absences listed above and
seconded by Vice Chairman York. The Vote: All Aye. The motion passed.
IV. Approval of Minutes:
1. 23-1837 Regular Planning Commission Meeting Minutes November 1, 2023

A motion was made by Vice Chairman York to approve the minutes listed above and
seconded by Commissioner Munoz. The Vote: All Aye. The motion passed.
V. Consent Public Hearing: Discussion and Possible Action (Items A and B)
Andrew Dimas, Development Services, read Consent Agenda Items A and B into the
record as shown below. The plat satisfies all requirements of the Unified Development
Code (UDC)/State Law, and the Technical Review Committee (TRC). Staff recommends
approval of the plat and the time extension.
Chairman Miller opened the public hearing. Seeing no one to speak, the public hearing
was closed.
Vice Chairman York moved to approve Items 2 and 3, seconded by Commissioner
Salazar-Garza. The Vote: Aye: all Aye. The motion passed.

VI. Director's Report
Nina Nixon-Mendez stated Friday (November 17) is the Development Services Task
Force meeting beginning at 10:30. The joint City Council and Planning Commission
workshop is Thursday, November 16, 12:00 noon at the American Bank Center.
