A. Call To Order
The meeting was called to order by Jarvis Amaya at 12:34p.m

23-1661 Region 11 Zoonosis Report

Joel Skidmore advised there are no new cases to report for Nueces County.
23-1662 Monthly Shelter Report and Clinic Report

Joel Skidmore went over the September 2022/2023 Comparison Shelter report. Mr.
Dominguez inquired on "Return to Owners", if there was any follow up on those that need
vet care. Mr. Skidmore explained that for over the counter returns the owners are issued
a Notice of Violation to provide proof of care and followed up by the Cruelty department if
necessary. Domiguez inquired on the 1 Violation for 6-4 for 2023, Mr. Skidmore
explained "Interference with an Animal Care Officer". Mr. Smith inquired on the "Foster"
stats on the Comparison report, Ms. Force explained that this number reflects the fosters
that are fostered out from the shelter that are at a foster home while they are too small
and or sick until they are healthy enough to come back to the shelter for adoption. Ms.
Cardenas inquired on the 2023 number "148" cruelty cases to which Mr. Skidmore
corrected the number to reflect bite cases not cruelty cases which was "8". Ms.
McCollough inquired on the amount of euthanasia numbers doubling from 2022 to 2023.
Mr. Cox added that the intake numbers of animals also increased. There has been an
increased number of mother dogs with litter and a recent hoarding cat involving cats. Ms.
Force the euthanasia is mostly newborn kittens, other medical issues, injuries that cannot
be treated at the shelter after rescue attempts have been made. Ms. Burbage advised
that most medical cases are "Rescue Only" as the medical care is too extensive for an
individual adopter. Mr. Smith inquired on the reasons for euthanasia under "behavior"
category. Ms Burbage explained it's a combination of intake behavior, kennel, medical,
etc. Mr. Smith inquired about the "Severe" category. Mr. Skidmore explained that is for a
severe bite incident.

H. New Business for Discussion and Possible Action
23-1704 Discussion on House Bill 598 (Convicted Animal Abuser).

Mr. Dominguez inquired on what action is or can be taken on House Bill 598, Convicted
Animal Abuser. Ms. Force explained how a record is created in Chameleon as a PID
(Person Identification Number) to be able to make notes and track cruelty cases. Officer
Maguire added that there is currently not a shared reporting system at this time to share
info across the state and it would only be known if there was a conviction. Ms. Cardenas

inquired on the positions granted and how one would be designated as a "Cruelty"
Officers. Mr. Skidmore explained that we have a total of 20 ACO positions, 2
Supervisors, 2 leads and 3 Investigators. The investigators receive specialized training to
be certified. Mr. Cox added that all officers have general training to identify what would be
escalated to the cruelty team.
23®1705 Discussion on Proposal to City Council on Tax Credit for allowing Pets to
renters.
Mr. Dominguez suggested the board explore the possibility of tax credit to property
owners to encourage more pet friendly and affordable housing. Mr. Cox explained what
pros and cons would be involved and offered to reach out to Ms. Sanchez in finance for
additional information. Ms. McCollough added that she agrees this is a common
community issue as she sees many owners surrender for this reason, citizens unable to
take pets with them on a move or unable to afford pet deposit, pet rent. Mr. Amaya also
added he sees many posts on social media of people trying to rehome pets due to a
move. The board voted unanimously to add to next month's agenda unfinished business.
23®1706 Discussion on citizens follow standard municipal code governing pet ownership.
Mr. Dominguez added this item was in conjunction to the prior item and will possibly form
a subcommittee if needed in a future meeting.
