Roll Call. Dane Fuller,Chair—Present David Bendett—Absent Kamlesh Bhikha—Present VACANT- Rick Barrera—Present Kent Teague -Present Ed Bennett—Present(Call) Laura Commons—Present Trevor Mack-Present 2. Invocation by Rick Barrera. 3. Public comment. (3 minutes max per speaker). Comments must be directly related to a potential item of action by this commission. Emailed public comments will be provided to Ethics Commission if emailed at least one day prior to meeting to kentmc&)cctexas.com NONE 4. Review and approval of minutes of prior meeting(s) and election of officers,if necessary. Kent Teague moved to approve September minutes; Kamlesh Bhikha seconded.Approved Unanimously. Laura Commons moved to nominate Dane Fuller as Chair; Kent Teague seconded.Approved Unanimously Trevor Mack moved to nominate Laura Commons as Vice Chair; Kent Teague seconded.Approved Unanimously. 5. Excused Absences. Laura Commons moved to approve David Bennett's Absence; Trevor Mack seconded.Motion approved unanimously. 6. Review,discussion, and possible action regarding Financial Disclosure Reports. Laura Commons moved to accept the City Council Member Supp.Mid-Year 2023; Rick Barrera seconded.Approved Unanimously. Laura Commons moved to accept 4 Planning Commission Members Supp.Mid-Year 2023; Trevor Mack seconded.Approved Unanimously. 7. Discussion and possible action regarding forms,policies, rules, ordinances, and laws related to the Ethics Commission,including requested and potential changes thereto. Dane Fuller presented his draft PowerPoint presentation to the City Council to amend certain sections of the City Ethics Code. Rick Barrera moved to approve the draft PowerPoint Presentation with amendments;Kamlesh Bhikha seconded.Approved Unanimously. 8. Review,discussion, and possible action regarding outstanding Ethics Complaints. NONE 9. Executive Sessions pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning attorney-client privileged matters. NONE 10. Identification of items to be placed on the next meeting's agenda. Kamlesh Bhikha moved to table further discussion on adding certain other City Boards, Commissions and Committees to the annual FDR Report; Trevor Mack seconded.Approved Unanimously. 11.
