Roll Call Roll was called, and a quorum was confirmed. Present: 5- Chair Jarvis J.Amaya, Ronald Smith, Diana Cardenas, Jackie McCollough, and Roland Dominguez Absent: 2- Michele King, and Monica Montalvo C. Public Comment None D. Approval of Minutes and Action on Absences There was a motion to approve. The motion was seconded and passed unanimously. 1. 23-1729 Adoption of Minutes- Regular Meeting October 18th, 2023 Attachments: MeetingMinutes19-Oct-2023-09-09-23 2. 23-1730 Approval of Absences from October 18th, 2023 Dr. Michelle King Michelle King-There was a motion to approve. Staff Reports 3. 23-1731 Region 11 Zoonosis Report Attachments: PHR11 ZC Sep 2Q23 Joel Skidmore advised there are new cases to report for Nueces County. 4. 23-1732 Monthly Shelter Report and Clinic Report Attachments: October(Comparison Report) Joel Skidmore went over the October 2022/2023 Comparison Shelter report. Mr. Skidmore explained a update to the report, "Dangerous Tendency's" and the addition of rescue partners Gulf Coast and PAAC indicating the number of forms submitted for citizen assistance. Ms. Jackie McCollough inquired on the 8 citations issued under 6-103(H) "Failure to Spay or Neuter Adopted Animal". Mr. Skidmore explained that if an adopted animal leaves on an sterilization contract and it is not completed, a citation is issued. Ms. McCollough inquired on the increase of citations issued for 6-26K Failure to obtain current registration" ,6-26B "Failure to obtain current rabies vaccination" and if there was community outreach. Mr. Skidmore explained citations are issued to address the violation, but Officers provide resources to comply. Ms. Cardenas inquired on the sterilization order for adopted animals. Mr. Skidmore advised the citizen is given 30 days to provide proof of the sterilization to the department. Ms. Force added that when the proof was provided the information was documented so the officer issuing citations is aware it was completed. Ms. Cardenas also inquired on how we would know if a current rabies vaccine was applicable or not. Mr. Skidmore explained it is the citizens responsible to provide proof of a current vaccine, if not applicable a citation can be issued during a interaction or call for service that an Officer is responding to. G. Unfinished Business 5. 23-1862 Discussion on proposed ordinance to create a pet-friendly rental property incentive program. New Business for Discussion and Possible Action 6. 23-1842 Discussion on updates to Chapter 6 Ordinances. Discussion on update to Chapter 6 Ordinances- Mr. Cox addressed the intact permit, the anticipation more citizens will spay/neuter versus obtaining an intact permit. Dangerous dog process is the same with the complainant filling out an Affidavit and an investigation to determine if the animal will be deemed "Dangerous". Discussion on budget recommendations from the Animal Care Advisory Committee- Mr. Cox asked the board to table to the next meeting. 8. 23-1844 Discussion on foster care data and program updates. Discussion on foster care data and program updates- Ms. Burbage advised the board the current focus is creating temporary foster program due to the success of short term versus long term fosters, foster to adopt. Ms. McCollough inquired about work program, Ms. Burbage advised the MHID program is a 12-week program for 20 hours a week that includes enrichment, ground keeping and marketing. 9. 23-1845 Discussion on proposed ride-along program. Discussion on proposed ride along program-A motion to table indefinitely was made and passed unanimously. 10. 23-1846 Discussion on proposed inmate rehabilitation program with CCACS shelter animals. Discussion on proposed inmate rehabilitation program with CCACS shelter animals- Mr. Amaya advised the board he has heard of the programs successful and beneficial to both the inmate and the shelter animals. He has reached out some places and was looking for suggestions from the board. Mr. Cox went over some notes presented by Officer Bowers in her research into such a program. Prisons and jails are short staffed and do not have enough resources, with he nearest prison being in Beeville. Mr. Smith inquired about a community service program to have the individuals come here. Mr. Skidmore and Mr. Cox explained that has already been discussed with HR and due to the required background checks we have not been able to have community service workers. Mr. cox suggested a possible relationship with the Purple Door for crime victims. Ms. McCollough asked if CCACS would revisit HR about allowing community service for minor offences such as traffic tickets. 11. 23-1847 Discussion on proposed collaboration with the Texas Cat Coalition to offer training classes.
