Call To Order Meeting called to order at 5:33 PM B. Roll Call Present: 16- Philippe Tissot, Harrison A. McNeil, Harrison A. McNeil, Philip Blackmar, Philip Blackmar, Ruben Macias, and Ruben Macias Excused: 2- Chair Meredith Darden, and Larisa A. Ford C. Public Comment There was no one from the public that wanted to speak. D. Approval of Minutes and Action on Absences The minutes from the November 2, 2023 were approved; Philippe made the first motion, Ruben second the motion and the minutes were unanimously approved. E. Committee Reports 1. 23-1759 PRAC Report - Howard Schauer Howard reported that the was not much to report. PRAC is still working on the smoking ban in the parks and beaches.He also reported that Kevin Johnson was no longer with the City. 2. 23-1760 BMAC Report - Cliff Schlabach BMAC held a special meeting last month to discuss the permit for the Packery Channel dredging project, Darren attended. 3. 23-1761 ISAC Report City of Corpus Christi Page 1 Printed on 11812024 Watershore and Beach Advisory Meeting Minutes -Final December 7,2023 Committee ISAC didn't meet last month because they didn't have quorum. F. Staff Reports Darren reported that the dredging has moved to the mouth of the channel, he also noted that the sand coming out now is nicer, not as black. He said the dredging will work towards the mouth and then turn around and move back in the channel. Darren reported that the dredging is moving south along the seawall and it will be moving to Whitecap so that, hopefully he can have the bollards removed. He also reported that the truck that has been in the channel for years was removed from the channel. Darren reported that things are going good except that he lost a bunch of lifeguards last week. Darren was asked if there was a way to track the lifeguard resolution, and he said not that he knew of. He did say that he was asked about lifeguards and was told that they should USLA certified. Darren explained that he can't get 50 lifeguards that can pass the swim requirements; 500 meters in 10 minutes. Philippe commented on how well the lifeguard program has been going and that it is important for this committee to keep on top of this issue. Philip had reminded the members that at one time we had an agenda item that spoke of lifeguard thresholds. If the City is not able to have guards that meet the USLA standards, then might we want some thresholds. Darren explained that the lifeguards can swim, and they usually only need to go about 300 yards. He also said that just because a person can swim that time in a pool doesn't mean they can in the Gulf. Philip countered with the fact that it is not necessarily the distance that matters, it depends on what the wave action is. Philip did go to City Council and presented the resolution for the lifeguards, with Jay Gardner from ISAC. G. Unfinished Business 4. 23®1599 Sand and Shorelines There is no update, the subcommittee did not meet. H. New Business for Discussion and Possible Action 7. 23-1892 Nominations for vacant committee positions from the sub committee. Armon relayed that he, Larisa & Meredith were to meet as a subcommittee and have recommendations but they were not able to meet. Armon did meet with a City Council member and does have a list of applicants. Armon read some names of the applicants. Rachel Pittman and Seneca Holland were 2 names talked about. Kathryn Hyatt is the person from the CVB. Philippe made a motion to recommend Kathryn Hyatt for the CVB position and Seneca Holland for the at large position, Armon second, the motion was unanimously approved. 6. 23-1891 Elect New Chairperson Armon nominated Harrison for the chair position, Philippe second, all agreed. Harrison City of Corpus Christi Page 2 Printed on 11812024 Watershore and Beach Advisory Meeting Minutes -Final December 7,2023 Committee nominated Larisa and Philip for the vice chair position.A vote was taken and Larisa won the nomination and the position. 5. 23®1757 Annual Report Meredith, or Harrison will be submitting this report, it's an online report. This committee agreed to the contents last month. Harrison read the report to the committee. I. Future Agenda Items Sand and Shoreline Update from Tyler Florence and/or Sergio Gonzalez regarding the CEPRA grant. J. Adjournment Harrison made a motion to recognize Philippe and Meredith's 6 years of service to this committee, Scott second, unanimously approved.
