A. Call To Order
Laura Garcia, Library Director, called meeting to order at 10:30.
B. Introduction of Members
1. 23-1997 Introduction of Members
Board members and staff introduced themselves.
C. Election of Chairman Pro Tem
2. 23-1976 Election of Chairman Pro Tem
• Melinda De Los Santos motioned to elect Carrie Moore for Chairman Pro-Tem,
Dolores Rabon seconded the motion.
• Dora Wilburn motioned to elect Alice Hawkins for Chairman Pro-Tem, Carroll Matthews
seconded the motion.
• Melinda De Los Santos, Joan Carrillo, Carrie Moore, and Dolores Rabon voted for
Carrie Moore.
• Dora Wilburn, Carroll Matthews, and Alice Hawkins voted for Alice Hawkins.
• Carrie Moore received the majority of votes and was elected as Chairman Pro-Tem.
D. Roll Call
Present: Joan Carrillo, Melinda De Los Santos, Alice Hawkins, Carroll Mathews, Carrie
Moore, Dolores Rabon Dora Wilburn

• The following citizens expressed support for the new Library Board members: Daniel
Resley.
• The following citizens expressed concern about the new Library Board members: Tim
Dowling, Nelda Rodriguez, Becky Moeller, Julie Rogers.
• The following citizens expressed concern about materials that can be checked out to
minors: Jose Altamirano Sr., Paul Lozuk, Victoria Holland, Jan Kettenring, Samuel Fryer,
Robin Cox, Frances Morey, Mike Bergsmo.
• Councilwoman Sylvia Campos was in attendance and expressed that she did not vote
for the new members but thinks we can work together.
• Rachel Caballero stated that she was neutral on library board members but states that
human trafficking is a threat in low income areas.
F. Approval of Minutes and Action on Absences
3. 23-1977 November 7 Regular Meeting Minutes

Carroll Matthews motioned that the November minutes be approved, Alice Hawkins
seconded the motion. The motion passed unanimously.
G. Election of Officers
4. 23-1978 Election of Chairman
• Dora Wilburn motioned to elect Alice Hawkins as Chairperson, Carroll Matthews
seconded the motion.
• Melinda De Los Santos motioned to elect Carrie Moore as Chairman, Dolores Rabon
seconded the motion.
• Carrie Moore motioned to elect Patricia Craig as Chairman, Dolores Rabon seconded
the motion.
• Carroll Matthews motioned to hear from the nominees, Dora Wilburn seconded the
motion. Dora Wilburn, Alice Hawkins, and Carroll Matthews voted to approve the
motion. Carrie Moore, Joan Carrillo, and Melinda De Los Santos voted against the
motion. Dolores Rabon did not vote. A re-vote was held Dora Wilburn, Alice Hawkins,
and Carroll Matthews voted to approve the motion. Carrie Moore, Melinda De Los
Santos, Joan Carrillo, and Dolores Rabon voted against the motion. The motion to hear
from nominees did not pass.
•Alice Hawkins, Dora Wilburn, and Carroll Matthews voted to elect Alice Hawkins for
Chairman.
• Nobody voted for Carrie Moore for Chairman.
• Joan Carrillo, Melinda De Los Santos, Carrie Moore, and Dolores Rabon voted for
Patricia Craig for Chairman.
• Patricia Craig received the majority of votes and was elected as Chairman.

• Joan Carrillo motioned that Carrie Moore be elected as Vice-Chairman, Melinda De
Los Santos seconded the motion.
• Dora Wilburn motioned that Alice Hawkins be elected as Vice-Chairman, Carroll
Matthews seconded the motion.
• Carrie Moore, Joan Carrillo, Melinda De Los Santos, and Dolores Rabon voted for
Carrie Moore for Vice- Chairman.
• Dora Wilburn, Carroll Matthews, and Alice Hawkins voted for Alice Hawkins for
Vice-Chairman.
• Carrie Moore received the majority of votes and was elected as Vice-Chairman.
H. Friends of CCPL Liaison Report
6. 23-1980 Friends of CCPL Liaison Report
• Laura Garcia provided the Friends of Corpus Christi Public Libraries membership
envelopes, for past several years it has been recommended that Library Board
members support the Friends of CCPL by becoming members.
• Friends held the sensory room check presentation, from two private donors, earlier this
week. The sensory room is scheduled to open by March 2024.
• The Friends have submitted their nominee for the Library Board seat.
I. Director's Report
7. 23-1983 Director's Report
• Budget initiatives- Council approved two Librarian positions and increasing Security
Guard service hours at branch locations. The hiring process for the two Librarian
positions has been completed. The Security Guard contract should be going to City
Council in January.
•An overview of the library's website, including new online brochure format, winter coat
drive and pet supply donation drive.
•All library locations will be closed from December 25th through January 1st unless
needed for warming centers.
• We will be running a winter reading challenge, December 18 through January13, using
the new app READsquared.
•An overview of the 1000 Books Before Kindergarten program was provided.
• Hoopla was discontinued effective 12/5. The Hotspot program funded by a $2.4 million
grant will expire 12/31, positive feedback was received. Staff is looking for other
funding sources.
• Community Court at the Library is a partnership with Municipal Court, residents will be
able to meet with judges to resolve cases. Will be offered once a month at a different
library location on Saturdays.

8. 23-1984 Annual Report Update
•Annual Report Update- Board members were given a copy of the annual report form.
The report is due in January.
