A. Call To Order
Chair Jay Gardner called the meeting to order at 5:30pm

Motion by Dotson Lewis to approve, second by Marvin Jones.

C. Public Comment
Linda Lindsey, PRAC Chair: introductions, wants to work with ISAC, offering assistance
on anything island/parks related, island resident.

2. 22-0397 Ex-Officio Member Updates
Watershore & Beach Advisory Committee (Not in attendance)
Parks & Recreation Advisory Committee (Twila Stevens)
Have had two meetings since last ISAC meeting, Riley P. Dog Park request for$8,000

for a shade structure as well as artificial turf or gravel, added the Riley P. Dog Park back
to the PRAC agenda, staff mentioned at last PRAC meeting that since it is a lease, the
lessees are responsible for the area.
Parks staffing update: Sergio Gonzalez, Assistant Director
PIBA photo opp sign, PRAC supports the location. PRAC smoking resolution going to
council on 11/28 as a briefing with options for council action, includes exceptions to
consider for beaches and golf courses.

3. 22-0398 Beaches & Parks Update
Darren Gurley, Gulf Beaches & Natural Resources Superintendent
Pretty quiet currently, a little coastal flooding due to the rain, coastal contractor looking to
set up dredging equipment in the next week or so, a few more submittals to complete,
working on the Windward parking lot when time allows, working on heavy equipment too,
trying to sand and rust-proof them as best as they can.
Bathrooms along Zahn Road: SHOT funds, rolled over CIP project, near Zahn Road and
the lift station, they are as close as we can get them to the beach by permit, in design
currently.
4. 22-0399 Engineering & Bond Updates
Project 6281- Park Road 22 Bridge -The contractor is placing rebar for the T-223 rail on
the northbound side of bridge this week and plans on slip form placement of concrete
next Wednesday and Thursday then hand form both ends. They plan on placing type D
asphalt the week after thanksgiving and stripping that week also. The project will be
substantially completed by December.
Project H17019- Packery Channel Restoration -Work is substantially completed
Project 18140- Packery Channel Monitoring - There will be a detailed bathymetric survey
performed by the dredging contractor to establish pre and post conditions. Dredging is
expected to be complete in early 2024. After that, normal routine monitoring can resume.
Project 19046- Packery Channel Dredging - Contractor, Callan Marine, starting to
mobilize equipment. Additive/alternate #3 will be sent to Council for approval November
14th as a change order. Completion Date: Approximately January 2024.

Project 18034A-JFK Causeway Access Road Improvements-AE is conducting

topographic survey and working with TxDOT on the MUA (Multiple Use Agreement) for
the area under the bridge. The request is currently being reviewed by TxDOT district
office in Austin.
Bond 2020
Project 21062/23152- Beach Access Rd. No. 3 (SH 361 to Beach) - Design &
Construction - In design and currently at 60%, the project team is working on permitting
as well.
Project 21061- Encantada (Encantada to Nueces County Park) - In design and currently
at 60%, working with TXDOT on next steps
Project 21058- Jackfish (Aquarius to Park Rd. 22) - Project is under construction and set
to be completed June 2024. The contractor is working on utility installations.
Project 21060- Park Rd. 22 (South Access Rd., Commodore to Jackfish) - The
contractor is working on waterlines and excavation.
5. 22-0400 TIRZ#2 & Subcommittee Updates
Jay Gardner, ISAC Chair
Special meeting this week, moving forward quickly, will meet with ACM Heather Hurlbert
to compare project lists.
6. 22-0402 Island ADP Committee Update
No current updates, Planning Department to present ADP updates at December
meeting.
7. 23-0793 Island BFE/FEMA Subcommittee Update
Marvin Jones, BFE/FEMA Subcommittee
Looking at how to minimize "flooding your neighbors." Have spoken with Michael Dice,
Kathleen Chapa, builders, Councilmember Suckley, and a few residents who have
personal experiences. Reviewed building codes, water codes, and coastal construction
manual. Working on a draft resolution to present to ISAC in December.
8. 23-1626 Draft PRAC Resolution - Lifeguard Pay
Attachments: Draft PRAC Resolution-Lifeguard Rate of Pay
Motion made by Terry Palmer to express that ISAC is in support of the Watershore &
Beach Advisory Committee's resolution to increase lifeguard pay to reflect local area
rates.
Second by Craig Thompson.
