A. Call To Order
The meeting was called to order by Jackie McCollough at 12:30p.m.

23-1956 Region 11 Zoonosis Report

Joel Skidmore advised there are new cases to report for Nueces County.
23-1957 Monthly Shelter Report and Clinic Report

Joel Skidmore went over the November 2022/2023 Comparison Report. Jackie
McCollough inquired on the animal outcome Euthanization report, Mr. Skidmore
explained that the outcome subtype is recorded as the reason of the euthanization
and not necessarily the same as the intake subtype, an animal can be intaken as sick
but declines in behavior resulting in a behavioral outcome verses a sick. Mr. Smith
inquired on the difference between behavioral and public safety euthanization. Mr.
Skidmore explained that behavioral are those animals that staff has tried to work with
like in playgroup, those that are good with people and not with other animals. The
public safety animals pose a risk to the public due to aggression. Mr. Smith inquired if
any of the canines were euthanized due to space, Mr. Skidmore confirmed they were
euthanized as listed in report, public safety, not space. Ms. McCollough inquired on
who deems the canines as a public safety risk. Mr. Skidmore advised it is a collective
staff decision not just leadership adding that behavioral can be possibly rehabilitated
unlike public safety while at CCACS. Mr. Dominguez inquired about the public
nuisance feeding, Mr. Skidmore advised it could be cats, birds, wildlife, that is
captured. Ms. Cardenas inquired about the difference between TNR and Relocate.
Mr. Skidmore explained the cats brought in by a partner are under relocate and under
TNR is the proactive TNR's that are done by CCACS. Ms. Cardenas inquired on the
number of dogs listed under Cruelty intakes. Mr. Skidmore that was the number of
dogs brought in as a result of a Cruelty call/investigation.
G. Unfinished Business
23-2017 Discussion on proposed ordinance to create a pet-friendly rental property
incentive program.
A motion was made to table, the motion was seconded and passed unanimously.
23-2018 Discussion on budget recommendations from the Animal Care Advisory
Committee.
Mr. Dave Parrott discussed the top 5 recommendations.
Campus Upgrades-Assessment being conducted by City Gate Associates to
determine shelter needs.
An Additional 4-5 investigators -not approved.
An additional 10 Kennel Techs- only 6 additional positions were approved.
Salary increases- Being addressed by the assessment being conducted.
Animal Behavioral position- not approved but two current live release staff members
hold the certification of Animal Behavioral specialists.

23®2013 Discussion on proposed rehabilitation program with CCACS shelter animals.
There was a motion to continue, the motion was denied unanimously, all present
members voted not to continue with program.
H. New Business for Discussion and Possible Action
23®2014 Discussion on the number of adopted animals that leave the shelter
unaltered.
Ms. McCollough expressed her disagreement of allowing unaltered adopted animals
to leave CCACS with the responsibility of the spay/neuter being that of the adopters
and inquired on the process of citations issued for unaltered adopted animals. Mr.
Skidmore advised a citation is issued if the spay/neuter is not completed and proof is
not provided to CCACS. The citation is then submitted to the Municipal Court. Mr.
Skidmore confirmed only one citation is issued for the offence. A motion to hear
possible solutions from CCACS was made and passed unanimously.
23®2015 Discussion on the number of intact permits issued.
The current number reported for permits issued is six. Ms. McCollough inquired if the
number of permits issued could be added to the comparison report. Mr. Skidmore
advised he would look into it. Mr. Dominguez inquired on the process of having a
permit issued. Mr. Skidmore explained the process, proof of rabies, medical history
from vet, chipped/registered and added there are medical exceptions that can be
made.
23®2016 Discussion on the increased number of intakes.
Mr. Skidmore advised the board he did not believe there was one specific reason for
the increased number of intakes adding animal welfare and public safety as some
possible reasons. Also being able to move animals out of the shelter through live
release also allows for more intakes. Ms. McCollough inquired on seeing take
subtypes not just outcome subtypes on the comparison report. Mr. Skidmore advised
he would look into being able to add for the board.
Ms. McCollough commented on the Shelter Live Release number being misleading.
Mr. Skidmore and Mr. Parrott added that by Best Friends standards and other
municipal shelters public safety euthanizations are not included but are reported on
the comparison report for transparency.

Discussion on adding Robstown students to CCACS internship.
Discussion on Chair report due.
Discussion on alternative methods for community involvement in Animal Care
Advisory Committee meetings.
