Marina Advisory Committee Meeting Minutes -Final January 8,2024

The meeting was called to order at 5:30 p.m.

F. Director's Report
Marina manager Jonathan Atwood advised we were removing 3 derelict boats from the
marina on January 8th through 10th. The marina hauls them out of the water and a
third-party transport delivers them to the landfill for the Texas General Land Office to
dispose of. Mr. Atwood estimated 15 derelict boats that were not worth auctioning have
been removed from the marina in the last 3 years. The marina office will be closed in
observance of Martin Luther King Jr. Day, January 15th.

Mr. Atwood advised the Port did not have an update on the ship channel dredging and
they were possibly waiting for the cold fronts to blow through before going out to check
the depth. The fuel station RFP will close on January 18th.
3. 24®0035 Capital Improvement Projects Update
Mr. Atwood updated the committee on the department's Capital Improvement Projects.
He advised he attended a meeting regarding the dock replacement project that day.
They're awaiting approval to dispose of the dredge material behind the Port. Mr. Atwood
recommended a different landfill, but the company is adamant about following the original
plan. He gave them until the end of January to figure out a solution, otherwise the docks
won't be finished in time for summer. The Coopers Alley boater's facility and haul out
facility are at 60% design completion. Mr. Atwood is meeting with multiple City
departments to make sure all areas of the design are covered. The design should be
completed by spring or summer and will go to construction bid. The Peoples Street
boardwalk project is waiting for a Corps of Engineers permit before moving forward with
the construction bid. To minimize the impact on the restaurants Mr. Atwood would like
construction to begin in the winter of 2024. The marina Master Plan has yet to be
reviewed by the mayor.
H. New Business for Discussion and Possible Action
4. 24®0037 Texas Parks and Wildlife Vessel Registration
Mr. Atwood informed the committee that Texas Parks and Wildlife game wardens are
walking the docks and checking boats for current registration. They have only issued
warnings to tenants, not tickets, in an effort to get more boats registered as is required by
state law. In the coming months TPW will set up in the marina to assist boaters with
registration, title transfer, and any issues tenants may have.
