A. Call To Order
The meeting was called to order at 10:30 am.
B. Roll Call
Present: Patricia Craig, Joan Carillo, Melinda De Los Santos, Carroll Mathews, Carrie
Moore, Dolores Rabon, Dora Wilburn
Absent: Alice Hawkins
C. Public Comment
No Public Comment.
D. Approval of Minutes and Action on Absences
A motion to approve the December minutes was made Joan Carrillo and seconded by
Dolores Rabon. The motion passed unanimously. Patricia Craig asked that her absence
in December be excused. A motion to excuse her absence was made by Carrie Moore
and seconded by Dolores Rabon. The motion passed unanimously.

• The Friends of CCPL did not meet in December.

3. 23-2033 Director's Report
• The READsquared app, which will be used during the Summer Reading Program, is
being introduced during the December 18- January 13 Winter Reading Challenge.
• La Retama Central Library- Bond 2022 focuses on renovating the exterior of the library
and adding an observation deck overlooking Blucher Park. Adding a generator is a
separate Capital Improvement Project (CIP).
• Scheduled to go to Council next month is a contract for plumbing and ADA
improvements to the Neyland Library.
• Staff tested the Capira app and feedback has been provided to the vendor.
• The library is eligible for E-Rate Category II funding, which covers network related
equipment. IT is identifying Network equipment needs. The library currently uses E-Rate
Category I funding to pay for 90% of the library's internet cost.
• CCPL is 1 of 16 Texas cities that provides a Texas Legal Services Kiosk. Individuals
can use the Kiosk for virtual court hearings, find legal resources and obtain legal advice
via chat.
• 2023 circulation and programming statistics for children, young adults, and adults were
provided.
• Electronic Resources- Hoopla is no longer available, Axis 360 is now Boundless, the
library is moving towards having Cloudlibrary as the primary resource for
eBooks,eAudio,and eMagazines.
• The vacancy created by Sharon Hines, the liaison for the Friends of CCPL Board, is
scheduled to go to Council January 23. The Friends will provide a nominee for the
vacancy.
• Patricia Craig indicated that she lives in council district 5, Joan Carrillo in 3. The
makeup of the board consists primarily of individuals who reside in district 2.
G. Unfinished Business
4. 23-1984 Annual Report Update
•Annual Report Update- Laura provided the 2023 Annual report in December. The 2024
Annual Report is due at the end of January and needs to be reviewed by January 15 and
submitted by January 20 to allow the director to review and finalize. Patricia Craig asked
for input from the board and volunteers to assist on the report. Melinda De Los Santos
and Carrie Moore volunteered. Patricia Craig suggested assessment of materials,
Laura Garcia clarified that assessing the collection is a task performed by staff.
