I. Call to Order/Roll Call:
The meeting was called to order by Chairman Mostaghasi at 11:55 am and a quorum was established to
conduct the meeting with Members Skrobarczyk and Braselton absent. (Member Braselton arrived at
12:12 pm).
II. Public Comment: None.
III. Approval of Minutes: November 9, 2023.
A motion was made by Vice Chairman Graham to approve the minutes and seconded by member Munoz.
The Vote: All Aye. The motion passed.
IV. Approval of Absences: November 9, 2023: Members Aitken and Harris.
A motion was made by member Nixon-Bice to approve the absences and seconded by member Garza.
The Vote: All Aye. The motion passed.
V. Discussion and Possible Action: 2023 Annual Report.
A motion was made by member Summers to approve the 2023 Annual Report and seconded by Vice
Chairman Graham. The Vote: All Aye. The motion passed.
VI. Discussion: Wastewater Impact Fee Review.
SUMMARY:
Kim Keefer, Pape-Dawson, presented the following:
• Purpose of Capital Improvements Advisory Committee (CIAC)
Assist with Land Use Assumptions (LUA)
Review Capital Improvements Plan (CIP)
Monitor and evaluate implementation/administration of impact fees
• Project-level versus system Improvements
• Revenue credits
• Site-specific credits
• Developer reimbursements
• Review additional transportation scenario without A3
• Recommendations on draft wastewater impact fees
Advisory capacity regarding LUA and CIP

Ms. Keefer spoke about Chapter 395 and the associated impact fees and if CIAC wants to recommend
to Council to help fund the Master Plans. The total Master Plan costs is $1.6 billion dollars of roadway
improvements (the ultimate cost, C-1 to A-3). The Impact Fee can only be 10 years of improvements.
The request was made to drop the A-3; from $1.6 to almost $1.2 billion with the 10-year growth. Ms.
Keefer discussed how the numbers are calculated. Impact Fees are predicated by a cost per vehicle
mile per capacity. (ultimate buildout). Ms. Keefer discussed the growth rate.
Members discussed all the costs with all the roads currently in the CIP that are eligible for impact fees,
it is not maintenance, it is growth. It's related to the ultimate build out. If there are no development
projects, the costs may never be incurred. Has the developer been paying for the C's and the city for
the A's? Local residential streets and collectors are on the developer. A's are not always done by the
city; A's are highways. Normally the city gets bonds for anything that is higher than a C-3.
Ms. Keefer discussed the rate credit: improvements will not be covered by impact fees. CCW will issue
bonds and the loan payments go into the rates. The state has determined the cost per service unit, a
50% credit is applied. The city is divided into six different service areas based on the wastewater
treatment plants. Every single-family home is assumed to use 240 gallons per day. Ms. Keefer
discussed the treatment plants in detail and related impact fee projections. Members deliberated
weighted averages and combining areas in relation to impact fees. If a project comes into the city and is
not in a defined CIP, the Master Plan would have to be amended. Amended CIP's can change the final
number. The six service areas are based on where the wastewater goes today. Impact fee calculations
vary by lot size, square footage, and location.
The prototype project to calculate impact fees is in process and should be presented soon.
VII. Director's Report: Al Raymond, Director of Development Services, stated they are setting up an off-line
meeting with CIAC members to discuss Master Plan Amendments and if you want to attend, please let
Al or Joann know. Future Land Use Assumptions, CI Ps, Master Plans, are scheduled to go to City Council
Tuesday, 1/23/24, with a second reading on 1/30/24. Please attend if you have comments. There is also
a public hearing 1/18/24, 6:00 pm, regarding the Master Plans.
Chairman Mostaghasi thanked the CIAC members for their involvement in the Master Plan process and
discussed the amount of time members have given to the project.
VIII. Future Agenda Items: Next meeting is February 15, 2024. The mock project will be after the water
discussion regarding impact fees. March 21 is scheduled to be the final CIAC meeting. Discussion was
held about when the impact fees will actually be charged.
IX. Adjournment: There being no further business to discuss, the meeting adjourned at 1:34 pm.
