Chair Jay Gardner called the meeting to order at 5:31 p.m.

2. 22-0397 Ex-Officio Member Updates
Nueces County (Bryan Gulley) - design phase at 100% for Bob Hall Pier, National
Fisheries have asked for a full consultant, waiting to see how it plays out. The Living

Shoreline at Packery Channel Park was being handled by Mott McDonald but they have
closed their local office so Anchor QEA has picked up the project to complete.
Discussion of TI RZ spending and wetlands jurisdictional issues.
Watershore & Beach Advisory Committee (Harrison McNeil) - public comment regarding
kite surfers, there is an ordinance about kite surfing/wind propelled surfing, WABAC to
review at next meeting to aid in education of beach goers. New subcommittee to discuss
sand management options.
Parks & Recreation Advisory Committee (Jay Gardner for Twila Stevens) - Would like to
change the name of Riley P. Dog Park to something without "park" in it since it is not an
actual park, lease went to council, water is coming online. PRAC looking at improving
Adopt-a-Park participation, staying on top of any erosion plans/discussions, and the
trees in Commodore Park (the Oak Mottes) have been confirmed as staying in the park.
3. 22-0398 Beaches & Parks Update
Sergio Gonzalez, Assistant Director of Parks & Recreation
No Wake Zone - moving forward with this item, Engineering Department currently
working on longitude/lattitude while Parks Department works on acquiring signs. Item to
be taken to council to extend the zone as described in the original ordinance.
Motion by Robert Pruski to make a No Wake Zone from the JFK Causeway to the
Packery Boat Ramp.
Second by William Uhlarik.
Commodore Park Master Plan - department currently briefing leadership, making
suggested edits from stakeholders, and then will present to ISAC once the draft is ready.
Packery Channel - dredging going well, contractors moving back, expecting to finish the
second week of February, looking to hire lifeguards for Spring Break/Summer, beach
permits have been distributed to vendors, working on getting soccer goals up at Billish
Park.
Zahn Road Bathrooms - in conceptual design phase, renderings have been reviewed by
leadership, project continuing to move forward.
4. 22-0399 Engineering & Bond Updates
Park Road 22 Bridge - Project is complete. Completion ceremony was help 12/8/23 and
the contractor is working on punch list items (such as striping) to fully complete the project
with an estimated full completion of 1/12/24.
Packery Channel Monitoring -There will be a detailed bathymetric survey performed by
the dredging contractor to establish pre and post conditions. Dredging is expected to be
complete early 2024. After that, normal routine monitoring can resume.

Packery Channel Dredging & Beach Nourishment -The southern beach has been
partially opened by the contractor, adding over 106,500 cubic yards of sand. The
contractors are currently nourishing near Whitecap and plan to distribute the leftover
material along the completed nourishment area. Completion is expected by the end of
February.
Beach Access Road No. 3 (SH 361 to Beach) - Project is at 60% design but is expected
to move to 90% design mid-February.
Encantada (Encantada to Nueces County Park) - Project is in redesign following an
assessment by Public Works. The initial project was improvements to the median to
improve traffic congestion but upon review, staff decided to increase the scope of work to
include other necessary items including traffic signalization. The City is currently working
with TxDOT on expanding the scope.
Jackfish (Aquarius to Park Rd. 22) -The contractor is working on the waterline.
5. 22-0400 TIRZ#2 & Subcommittee Updates

TIRZ#2 Special Meeting coming up, most of the ISAC suggested projects already on the
list.
6. 22-0402 Island ADP Committee Update
Committee has not met, request for Keren Costanzo and Daniel McGinn to provide an
update to ISAC at February 2024 meeting.
7. 23-0793 Island BFE/FEMA Subcommittee Update

Presented draft document that proposes changes to the UDC that would prohibit the use
of unsupported fill dirt. Stemwall would be preferred, would allow for a much more gradual
slope, recommending a 10% maximum grade, 6" drop over a 60" setback, concern that
the impact to adjacent properties is not being considered in the UDC.
Discussion over draft document continued including the cost of stemwall (more expensive
than fill dirt), whether or not the city has the capacity to review site plans submitted by the
builders, new FEMA rules, and enforcement.
Subcommittee to review and clarify the flood zones.
Motion made by Michael Pittman to submit options one through three as detailed on the

draft document to City Council.
Second by Craig Thompson.
