Parks and Recreation Advisory Committee
Wednesday, December 13,2023 5:30 PM City Hall, Basement Training Room
A. Call To Order/Roll Call
Chair Lindsey called the meeting to order and a quorum was established with Mike
Lehnert absent.
B. Public Comment: None.
C. Approval of Absences
A motion was made by Twila Stevens to approve the absences listed above and it was
seconded by Shawn Flanagan. The motion passed.
D. Approval of Minutes
1. 23-1910 Regular Meeting Minutes of December 13, 2023
A motion was made by Shawn Flanagan to approve the minutes listed above and it was
seconded by Jerry Plemons. The motion passed.
E. Director's Report
2. 23-1383 Parks & Recreation Department Updates - January 2024
Robert Dodd, Director of Parks and Recreation, gave the following updates:
- Proposed Bathrooms at Blucher Park
- Dog Park at Parker Park
- Improvements to Wranosky Park
- Holly Road Train to Trestle to Tourism Trail Project
- MOU for CC Mayor's Committee for Veteran's Affair
Mr. Dodd also gave a brief presentation regarding the programs that are offered (Art
Classes, Fitness Classes & Holiday/Special Events) at the City's Senior Centers and
gave attendance records.
F. Unfinished Business for Discussion or Possible Action
3. 23-1793 PRAC Bylaw Amendments Regarding Absences

Committee
Item "3" was presented at the November 8, 2023 PRAC meeting to consider an
amendment to PRAC
Bylaws, Article 4, Section 6. The intent of the amendment is to amendment is to be
consistent with Council Policy, Article 11 Section, 10.2.8. General Provisions for
City-Created Boards/Ad Hoc Committees/Task Forces. The Committee held further
discussions and it was suggested to amend subsection (b) by replacing the first
sentence, "Good cause in the event of an emergency or illness of the Member or family
member of the Member." to be read as follows:
"(b) Good cause shall be determined by the Chairperson. The member shall notify the
staff liaison and Committee Chair at least 2 hours prior to the start of the meeting, or as
soon as practical."
A motion was made by Shawn Flanagan to approve the bylaw amendment as shown
above and it was seconded by Adam Rios. The motion passed.
4. 23-1794 Proposed Whitecap Seawall (North Padre Island) Photo Op Sign on Park Land
Item "4" was presented at the last PRAC meeting on November 8, 2023 for PRAC's
consideration/support. The Committee brought up several more questions they would like
addressed before taking action on a motion of support. The proposed location for the
sign is on City property but the Committee wanted clarification if the property is indeed
park land.
G. New Business for Discussion or Possible Action
5. 23-1974 2023 PRAC Annual Report
The Committee reviewed the draft of the annual report which is submitted by the Chair of
the Committee. The deadline for the annual report for Boards, Committees and
Commissions is January 31, 2024. The Committee made some recommendations to
add to the draft and it will be brought back for final Committee approval at the January 10,
2024 PRAC meeting.
H. Subcommittee &Committee Liaison Reports
Island Strategic Action Committee: Twila Stevens gave updates on dredging, Resolution
for increase in rate of pay for lifeguards, Mike Ellis parking lot, bathrooms at Zahn Road
and an ADA floating access at Packery Channel. These updates were from the
November meeting as this Committee will not meet in December.
Water Shore & Beach Advisory Committee: Howard Schauer gave updates on the new
Chairperson, goal setting for 2024 and discussions regarding elements/conditions for
which lifeguards will enter the water for rescue.
Adopt-A-Park: Chair Lindsey gave updates on the recent tree planting event, becoming a

Committee
"Tree City", inventory list of parks not adopted and the possibility of PRAC adopting a
park.
I. Future Agenda Items
- Proposal of first aid kits to be available/placed at City parks.
- Update on Sherrill Park Master Plan
- PARD Organization Chart
