L Call to Order
President Joseph Kramer called the meeting to order at 2:02 p.m.
H. Public Comment
No public comment was made.
HI. Approval of Minutes
Member Susie Luna-Saldana moved to approve the minutes for April 19,2023.Vice President Andrew
Leeton seconded the motion.The motion passed 7/0.
IV. Presentation of Second Draft of FY 2023-2024 Proposed Budget
a. Discussion and possible action on including additional crime prevention programs to the Crime
Control and Prevention District FY 2023-2024 budget
i. President Kramer moved agenda item from five to four
ii. Mariah Boone would like the board to mandate prevention programs in the Fiscal 2023-
2024 budget
iii. Tracy Teague stated the more fully staffed our police department is the more crime is
prevented
iv. David Gonzalez stated he recommended funding officers.
v. Vice President Leeton added it would not work in the favor of the board to add programs
that did not focus on supporting officers
vi. Chief Markle stated the board has made a long term commitment to funding 78 officers.
vii. Kramer moved to host a vote to continue with the proposed budget without prevention
programs. Leeton second the motion.The vote passed 6/2 with members,Joseph Kramer,
Marshal Tong, Susie Luna-Saldana,David Gonzalez,Tracy Teague,and Andrew Leeton
for.While members Isabel Araiza and Mariah Boone against.
V. Committee Reports
a. Report from Chief of Police
i. Chief Markle presented the report with insight to the month of May which happens to be
one of the busiest months for the Department.This includes festivities such as Beach to
Bay,Buc Days,Police Academy Graduation,and Police Memorial Week this week.
Because of these events more boots will be on ground creating more relations with the
community while protecting them.
1. Crime Report
Capt.McMenamy opened the crime report with the number of murders down to
8 compared to 10 this time last year. Senior Officer Marcus Garanzuay with
Financial Crimes represented the division which is made of five detectives.
Three who focus on street level crimes including,check forgery,counterfeit
monies,and fraud while two others investigate white collar crimes with a heavy
emphasis on gas pump card reader scams trending in the area.
2. Narcotics Report
Capt.Asbury followed up on the previous meetings conversation around game
rooms.This time last year 100 game rooms were in operation;now only half are
open. They have become a target of robberies. He reported further on fentanyl
use in the community.
b. Finance Director Report
i. Director of Finance,Heather Hulbert presented the March 31st,2023,financials; 50%into
the fiscal year.
1. Year to date have collected$182,000 more than budgeted for revenue
2. Budget is on track for middle of fiscal year
c. Proposed FY2024 budget
i. Eddie Houlihan reviewed the proposed FY24 budget. No changes from the previous
month.
VI. Identify Items to be Placed on next agenda June 21,2023
Pat Eldridge reminded the board the next meeting will be a Public Hearing meeting at 6:00 p.m.on the 6t'
Floor Executive Conference Room.The board will vote on the approval of the proposed budget for FY
2023-2024.

President Kramer adjourned meeting at 2:46 p.m.
