Roll Call Present: 10- Chair Jay N. Gardner, Robert Pruski, Meagan Furey, Robert Corbett, Charles F. Duffley, Dotson Lewis, Marvin Jones, Terry A. Palmer, Cheryl Segrest, and Stephen Armstrong Absent: 3- William Uhlarik, Craig Thompson, and Roy Coons C. Public Comment No public comment. D. Approval of Minutes and Action on Absences This was passed. 1. 24-0246 ISAC Meeting Minutes for January 16, 2024 Attachments: ISAC Minutes 1.16.24 UNAPPROVED G. Unfinished Business 2. 22-0397 Ex-Officio Member Updates Parks & Recreation Advisory Committee ISAC already received the January PRAC updates, haven't had their February meeting yet. Wanted to bring up issue with folks parking their golf carts on the play pads, can ruin the soft surface and cannot be repaired, will have to be replaced. Requested signage or enforcement of some kind. City of Corpus Christi Page 1 Printed on 3/7/2024 Island Strategic Action Committee Meeting Minutes -Final February 6,2024 Watershore & Beach Advisory Committee New members were appointed and attended their first meeting, working on a resolution for regional sand and shoreline plan including erosion and sand placement, more updates to come. 3. 22-0398 Beaches & Parks Update Darren Gurley - dredging is complete as is the beach nourishment, looks great and widened the beach quite a bit, bollards down right now all the way to the jetties, getting ready for Barefoot Mardi Gras, getting ready for Spring Break too, looking for lifeguards and already getting applications, the city is wrapping up the lifeguard pay review, hope to have increases implemented asap. Sergio Gonzalez - Commodores Park Master Plan in it's last revision, looking to schedule another community input session. Soccer goals at Billish Park going in soon, there was a delay due to the weather and a delivery issue, shooting for end of this week. 4. 22-0399 Engineering & Bond Updates Beach Access Road No. 2A (SH 361 to Beach) The City is currently working with GLO and BMAC on dune permitting. Encantada (Encantada to Nueces County Park) Project is in redesign; the City is currenity working with TxDOT on expanding the scope. Jackfish (Aquarius to Park Rd. 22) Project is in construction with an estimated completion date of July 2024. Park Rd. 22 South Access Road (Commodore to Jackfish) Project is in construction with an estimated completion date of June 2024. JFK Causeway Access Road Improvements Currently in pre-design. The site survey has been completed and HDR is working on the preliminary design for the parking lot under the bridge, photometric analysis, wetland delineation report, and coordinating with the Army Corps of Engineers on the permitting requirements. 5. 22-0400 TIRZ#2 & Subcommittee Updates Review of list of projects that was sent out to the subcommittee. Bike path: MPO project, paper streets to be added to ADP updates, waiting on the county for more information on the Briscoe King Pavillion but the city checks in regularly. Bridges/bulkheads: proposal of considering the scour protection in lieu of this section. Decided to wait for some of the projects to flush out and identify gaps. Lighting is complete, the island was the first area of Corpus Christi to be updated to LED. City of Corpus Christi Page 2 Printed on 3/7/2024 Island Strategic Action Committee Meeting Minutes -Final February 6,2024 Packery Channel Boat Ramps/ADA Access: discussion of steep boat ramps but they are not a potential project. $36M dollars is already earmarked for ongoing repairs to Packery Channel (dredging, etc.) that works out to around $1.5M per year for upkeep over the life of the TIRZ. 6. 22®0402 Island ADP Committee Update This committee has been merged with the TIRZ#2 Subcommittee. 7. 23®0793 Island BFE/FEMA Subcommittee Update Attachments: Infill House Subcommittee DRAFT Public comment given by Jay Gardner and Bob Corbett in January. Discussion of the concern that the resolution is a "one size fits all" for different types of housing. What about the homes along the water that don't really need to adhere to these types of standards? Staff is in the middle of updating the UDC currently, ISAC hoping that staff will use this resolution to come up with a policy that council will pass. No enforcement component,just a recommendation to council. Question: Does the city consider the impact on adjacent properties in the drainage plans/studies? Michael Dice: No and that is across the board currently. Resolution has been reviewed by City legal. Motion made by Bob Corbett to approve resolution as presented. Second made by Marvin Jones.
