Library Board
Tuesday, February 6,2024 10:30 AM La Retama Central Library, La Retama Room

A. Call To Order
The meeting was called to order at 10:30 am.
B. Roll Call
Present: Patricia Craig, Carrie Moore, Jennifer Anderson, Joan Carrillo, Alice Hawkins,
Melinda De Los Santos, Carroll Matthews, Dolores Rabon, Dora Wilburn
Present Virtually: None
Absent: None
C. Public Comment
No Public Comment.
D. Approval of Minutes and Action on Absences
A motion to approve the January minutes was made by Carrie Moore and seconded by
Joan Carrillo. All members voted to approve the minutes except Alice Hawkins and
Jennifer Anderson who both abstained. Alice Hawkins asked that her absence in January
be excused. A motion to excuse her absence was made by Carroll Matthews and
seconded by Melinda De Los Santos. The motion passed unanimously.

E. Friends of CCPL Liaison Report
2. 24-0126 Friends of CCPL Liaison Report
• The newsletter was sent out in December.
• The Friends will be at the Black History event held at the Harte Library on Saturday,

February 10th at 11:30am.
• The Friends will be at the Teen Bookfest on Saturday, February 24th. They have been
working with the Texas Asian Cultures Museum to provide origami and manga activities.
• Pat Craig asked if someone mails in their membership donation would they receive
e-mail conformation? Laura clarified that large donations usually receive a reply but not
membership dues. She also clarified that the Friends representative on the Library Board
must be on the Friends Board, not just a Friends member.
•Alice Hawkins stated she has not been receiving emails. We have the wrong email
address, this has been corrected.
F. Director's Report
3. 24-0127 Director's Report
• The Winter Reading Challenge was held from December 18th through January 13th.
234 patrons signed up and logged 1,761 titles.
• Our Winter Coat and Pet Supply Drive ended on January 31 st. More than 400 coats
and 30 boxes of pet supplies were donated.
• 31 student book reviews were received for the CCISD Book Review Contest. Two
elementary, middle, and high school student submissions will be recognized on our
website.
• The credit card terminals for the self-checkout stations will be tested the week of
February 12th.
• Portions of the vinyl flooring on the first floor of La Retama Central Library are being
removed.
• The Comanche Street construction work might take a year to complete.
• The Neyland Library improvements contract is scheduled for the February 13 Council
Agenda.
• The Security Guard Services Contract, to increase Security Guard service hours at the
branches, is scheduled for February 27.
• The 2024 Black History Month theme is African Americans and the Arts. In 2020 a
committee of community members was formed to discuss creating an exhibit of local
talent in the arts and music. The decision was made to develop a mobile exhibit.
Although COVID delayed the project it is very much in line with this year's Black History
Month theme. Funding for this project is being provided by the Friends of CCPL. The
Friends will host an afternoon tea reception on Sunday, February 25th at 3pm at
McDonald Public Library to unveil the exhibit panels.
G. Unfinished Business
4. 23-1984 Annual Report Update
The annual report that was sent out was updated and sent to the City Council.

5. 24-0128 Board Member Orientation
-Board Member Orientation- Buck Bryce, Deputy City Attorney, gave a New Member
Orientation. Topics covered included role of an advisory board, Code of Ethics, conflict of
interest, recusal, Public Information Act, Open Meetings Act, and best practices.
Rebecca Huerta, the City Secretary, also provided New Member Orientation information.
She covered topics such as majority vote, quorum, virtual attendance, term limits, conflict
of interest, attendance requirements, role of an advisory board, Robert's Rules of Order,
special rules, recording a meeting, and the annual report.
I. Future Agenda Items
• Carrie Moore made a motion to move the March and November meetings to March
12th and November 12th due to voting. Dora Wilburn seconded the motion. The motion
passed unanimously.
