Thursday, February 15,2024 5:30 PM City Hall, Fifth Floor-ACM Conference Room

A. Call To Order
Chairman Dane Fuller called meeting to order at 5:30 p.m.
B. Roll Call
Present: 9- David J. Bendett, Laura Commons, Trevor Mauck, Kent Teague, Dane Fuller, Rick
Barrera, Ed Bennett, Diamond Gallegos, and Gabriel Rodriguez
Absent: 1 - Kamlesh Bhikha
C. Public Comment
Public Comment from John Weber: Requesting the Ethics Commission consider
adding to the required financial report a person's holdings in cryptocurrencies.
D. Approval of Minutes and Action on Absences
1. 24-0032 Review and approval of minutes of prior meeting(s), action on absences, and
the election of officers, if necessary.

Motion to approve Ethics Commission Meeting Minutes for December 21, 2023.
Commissioner David Bendett motioned to approve minutes as presented;
Commissioner Kent Teague seconded. Approved Unanimously.
E. New Business for Discussion and Possible Action
2. 24-0044 Review, discussion and possible action regarding Financial Disclosure
Reports.
Motion to table discussion regarding additional filing requirements for Financial
Disclosure Reports. Vice-Chair Laura Commons motioned to table discussion;

Commissioner Ed Bennett seconded. Approved Unanimously.
3. 24-0045 Discussion and possible action regarding forms, policies, rules, ordinances,
reports and laws related to the Ethics Commission, including requested and
potential changes thereto.
NONE
4. 24-0046 Review, discussion, and possible action regarding outstanding Ethics
Complaints, if any.
Motion to move forward to a hearing for Mike Pusley and subpoena Everett Roy.
Commissioner Ed Bennett motion to have a hearing, Commissioner David Bendett
seconded. 6-1 vote with Commissioner Trevor Mauck opposed.
Motion to deny complaint against Gil Hernandez filed by John Weber. Commissioner
David Bendett motioned to deny ethics complaint; Commissioner Rick Barrera
seconded. Approved unanimously.
5. 24-0047 Identification of items to be placed on the next meeting's agenda.
Next meeting will be the hearing for Ethics Complaint against Mike Pusley.
F. Executive Session Item
6. 24-0048 Executive Session pursuant to Texas Government Code § 551.071 and
Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with
attorneys concerning attorney-client privileged matters.
Ethics Commission did not go into Executive Session.
G. Adjournment
Meeting adjourned at 7:55pm.
