Watershore and Beach Advisory Committee
Thursday, February 1,2024 5:30 PM 6th Floor Conference Room, City Hall

A. Call To Order
The meeting was called to order at 5:30 pm.
B. Roll Call
Present: 6- Armon D.Alex, David Zill, Larisa A. Ford, Kathryn Hyatt, Harrison A. McNeil, and Ruben
Macias
Excused: 1 - Scott Lawson
C. Public Comment
There was no one from the public in attendance.
D. Approval of Minutes and Action on Absences
Armon made a motion to excuse Ruben's absence at the January meeting, Philip
seconded. The motion passed.
The minutes from the January 4, 2024 were approved. Philip made the first motion and
Kathryn made the second. The minutes were unanimously approved.
E. Committee Reports
1. 24-0089 PRAC Report - Howard Schauer
Howard reported that at the last PRAC meeting, he shared the WBAC goals and they
were well received. He also reported WBAC's thoughts about kite boarding and they are
willing to help. Howard reported that the trussel bridge project, a 15' lane going over the
Oso Bay, is a 13 million dollar project, and he will keep WBAC in the loop. Larisa added
that they are looking at putting some amenities on the Flour Bluff side of the bridge.

2. 24-0088 BMAC Report - Cliff Schalbach
Cliff was not in attendance.
3. 23-1761 ISAC Report
Harrison reported that ISAC got an update about Bob Hall Pier from BMAC. The design
has been approved 100% but they are having problems with the permitting; a formal
consultation is wanted and the timing may mean losing eligibility for some grant monies.
They spoke of the Padre Balli Improvements, the Packery Channel living shoreline, and
Commodores Park. There was talk about extending the no wake zone. Darren said they
wanted it basically through the whole channel. ISAC also talked about the dredging,
beach parking permit, DV beach parking permits, and the bathrooms on Zahn. Darren
will speak about these in his report.
Harrison reported on the Park Road 22 bridge; they are still working on the Whitecap
side and on the bulkheads. TIZ2 formed a subcommittee to look at improvements to the
boat ramp. ISAC talked about the elevation issue on the Island.
F. Staff Reports
The dredging and beach nourishment project is completed. Now the construction
company can come in but they must be finished by March 26th, that is when the ribbon
cutting ceremony is. The beach is getting ready for Spring Break: checking inventories,
making sure supplies in order, getting the positions for turtle patrollers and permit sellers
posted. Lifeguard positions remain posted. The Zahn restrooms are at a 30% design,
this will also house the lifeguard operations.The hope is that construction will start
September 2024. Darren did report that the lifeguard resolution is moving, and there
should be some results soon. The lifeguard personnel has not changed, still shorthanded
but making it work. The beach crew was at the Veteran's Roundtable, at Del Mar giving
out permits and information on what is needed to get the free DV beach parking sticker
and where they can be gotten. We will also attend a VFW Roundtable on February 22nd.
These are now also available at the Park and Recreation office on Mann Street,
downtown. Harrison asked about the Packery Channel resolution; the change in
management of it. Darren doesn't know what will happen with it. Engineering doesn't want
it. Deidre is working on a shoreline survey now, so we will know how wide the beaches
are, that will be needed when the permit is approved. Darren spoke about more detail
regarding the Packery Channel resolution, it's history and what's needed.
G. Unfinished Business
4. 23-1599 Sand and Shorelines
The subcommittee spoke with USACE, they had approached the county about doing a
sand management plan. USACE is still interested and this is in the works. The county is
interested and the subcommittee think the city should be part of this. The city could

benefit from cost sharing projects. Darren relayed that the city was interested but never
heard anything back from the county. Philip reinforced the need for the city to be involved
in all aspect of sand management plan. The recommendation from the subcommittee is
that the city and county work together on the plan. The plan is to get ISAC, BMAC, and
WBAC to pass a joint resolution to support a federally assisted program.
H. New Business for Discussion and Possible Action
5. 24-0090 Review the 2024 goals.
Harrison review the goals that WBAC has set for 2024, this was for Kathryn's benefit.
6. 24-0086 Kite Surfing Ordinance
Cliff reported some concerned regarding reckless kite boarder. There is a city ordinance,
10-66 which states that you cannot operate a kite board within 50' of people, other
vessels, or any other stationary object. Harrison asked if this could be enforced. Darren
replied no, we just try to educate them. Cliff added that the problem seems to be one
individual, but he doesn't know who that person is. Darren said he would meet with the
beach code enforcement officers and refresh their memory on the ordinance.
