Thursday, March 21, 2024 5:30 PM City Hall, Sixth Floor-Executive Conference Room

A. Call To Order
Chairman Dane Fuller called meeting to order at 5:30 p.m.
B. Roll Call
Present: 9- David J. Bendett, Laura Commons, Trevor Mauck, Kent Teague, Kamlesh Bhikha,
Dane Fuller, Rick Barrera, Ed Bennett, and Kimberly Ballenger
C. Public Comment
Rachel Caballero; Encarnacion Serna.
D. Approval of Minutes and Action on Absences
1. 24-0315 Review and approval of minutes of prior meeting(s), action on absences, and
the election of officers, if necessary.
Commissioner Rick Barrera motioned to approve meeting minutes for February 15,
2024, as presented; Commissioner Kent Teague seconded. Approved unanimously.
Commissioner Ed Bennett motioned to excuse the previous absence of
Commissioner Kamlesh Bhikha; Commissioner Kent Teague seconded. Approved
unanimously.
E. New Business for Discussion and Possible Action
2. 24-0318 Review, discussion and possible action regarding Financial Disclosure
Reports.
Chairman Dane Fuller tabled unfinished business regarding additional filing
requirement for Financial Disclosure Reports.

3. 24-0319 Discussion and possible action regarding forms, policies, rules, ordinances,
reports and laws related to the Ethics Commission, including requested and
potential changes thereto.
NONE
4. 24-0323 Review, discussion, and possible action regarding outstanding Ethics
Complaints, if any, including but not limited to the complaints of Mr. John
Weber v. Hon. Michael Pusley and Mr. John Weber v. Hon. Gil Hernandez.

Commissioner Kent Teague motioned to close public testimony; Commissioner Rick
Barrera seconded. Approved unanimously.
Vice-Chair Laura Commons motioned to deny complaint against Mike Pusley;
Commissioner Kimberly Ballenger seconded. Approved unanimously.
Commissioner Kimberly Ballenger motioned to deny amended complaint against Gil
Hernandez; Commissioner David Bendett seconded. Approved unanimously.
5. 24-0324 Identification of items to be placed on the next meeting's agenda.
Financial Disclosure Reports will be discussed in the next meeting.
F. Executive Session Item
6. 24-0325 Executive Session pursuant to Texas Government Code § 551.071 and
Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with
attorneys concerning attorney-client privileged matters including the
complaints of Mr. John Weber v. Hon. Michael Pusley and Mr. John Weber v.
Hon. Gil Hernandez.
Entered Executive Session at 6:59 p.m.
Resumed Open Session at 7:18 p.m.
G. Adjournment
Commissioner Kent Teague motioned to adjourn meeting; Vice-Chair Laura
Commons seconded. Approved unanimously. Meeting adjourned at 7:46 p.m.
