The mission of the Business &Job Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Leah Pagan Olivarri to call the meeting to order.
President Leah Olivarri called the meeting to order at 2:27 p.m.
B. Call Roll:
City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
Present: 5- President Leah Pagan Olivarri, Board Member Robert Tamez, Board Member Jesus
Jimenez, Board Member Eric Evans and Board Member Mark LaRue
Absent: 2- Secretary Diana Summers and Vice-President Alan Wilson
C. PUBLIC COMMENT:
President Olivarri referred to Public Comment. There were no comments from the public.
D. MINUTES/ EXCUSE ABSENCES
1. 24-0568 Approval of Minutes for the Type A Board March 18, 2024 Regular Meeting.
President Olivarri referred to Item 1. Mr. Tamez made a motion to approve the minutes
as presented, seconded by Mr. LaRue, and passed unanimously.

I. PRESENTATION ITEMS:
3. 24-0612 Engineering Services Quarterly Project Update
President Olivarri referred to Item 3. Director of Engineering Services Jeffrey Edmonds
presented the Engineering Services quarterly updates.
Mr. Edmonds presented an update on the following projects: Restoration of the Water
Gardens; Marina Piers ABCD&L Replacement and Dredging; Industrial Park Roadway
Improvements; Marina-Peoples Boardwalk; Elizabeth Street (Santa Fe to S. Staples);
Marina-Boat Haul-Out Facility; Marina-Coopers Boat Facility; Flood Wall Upgrades at
Science Museum; McGee Beach Breakwater Renovations Phase 2; Seawall Capital
Repairs; Williams Drive (Rodd Field to Lexington Road); and Harbor Point East
Connectivity Project.
Board Members and Mr. Edmonds discussed the following topics: Ribbon Cutting
Ceremony for the Water Gardens will be announced soon; and the impact the Williams
Drive Project will have once funds are reallocated to the Huntwick Project.
4. 24-0606 Proposed Type A Sales Tax Reauthorization Discussion
President Olivarri referred to Item 4. Assistant City Manager Heather Hurlbert presented
a briefing on the proposed Type A sales tax reauthorization.
Ms. Hurlbert presented the following: Topics for Today; Type A Sales Tax Authorization;
Background; Engagement since the 2023 Election; Potential Uses - 1/8 Cent Currently
Authorized for the Arena; City Owned Properties in the Sea District; Potential Uses - 1/8
Cent Currently Authorized for the Downtown Sealwall; Term and Next Steps.
Board Members, Ms. Hurlbert and City Manager Peter Zanoni discussed the following
topics: reason why staff is moving forward with the reauthorization sales tax as Type A;
what the funds could be used for under Type A; whether the marina, salt flat levee, pump
station and Waterburger Field will be included if the sales tax reauthorization passes; if
the sales tax reauthorization does not pass, other entities may call their own election and
use the sales tax if passed.
J. EXECUTIVE DIRECTOR COMMENTS:
President Olivarri referred to the Executive Director comments. City Manager Peter

K. ADJOURNMENT
There being no further business, President Olivarri adjourned the meeting at 2:48 p.m.

meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government
