Monday,April 15,2024 1:30 PM Council Chambers

The mission of the Business &Jobs Development(Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Leah Pagan Olivarri to call the meeting to order.
President Leah Olivarri called the meeting to order at 1:33 p.m.
B. Call Roll:
City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
Present 5- President Leah Pagan Olivarri, Board Member Robert Tamez, Board Member Jesus
Jimenez, Board Member Eric Evans, and Board Member Mark LaRue
Absent 2- Secretary Diana Summers,and Vice-President Alan Wilson
C. PUBLIC COMMENT:
President Olivarri referred to Public Comment. There were no comments from the public.
D. MINUTES/EXCUSE ABSENCES
1. 24-0567 Approval of Minutes for the Type B Board March 18, 2024 Regular Meeting.
President Olivarri referred to Item 1. Mr. Tamez made a motion to approve the minutes
as presented, seconded by Mr. LaRue, and passed unanimously.
E. FINANCIAL REPORT
2. 24-0592 Type B Financial Reports as of February 29, 2024
President Olivarri referred to Item 2. Interim Director of Finance Alma Casas presented
the financial reports as of February 29, 2024.

Ms. Olivarri asked for more discussion for infill housing. Assistant City Manager Heather
Hurlbert stated they are in the process of working with the homeless and housing
program and may have something to bring forward for the May meeting.
F. EXECUTIVE SESSION ITEMS:
President Olivarri referred to Executive Session Item 3. The Board went into Executive
Session at 1:40 p.m. The Board returned from Executive Session at 2:16 p.m.
3. 24-0623 Executive session pursuant to Texas Government Code § 551.071 and
Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with
attorneys concerning legal issues related to incentive(s)for development at
properties adjacent to N. Chaparral Street and Lomax Street, including floodwall
and dry flood proofing, and Texas Government Code§ 551.087 to discuss
and deliberate regarding the aforementioned potential financial or other
incentive(s)to business prospects(s)that the governmental body seeks to have
locate, stay, or expand in or near the territory of the City and with which the City
will be conducting economic development negotiations
This E-Session Item was discussed in executive session.
G. AGENDA ITEMS:
4. 24-0605 Motion authorizing a second amendment to the reimbursement agreement with
Botanical and Nature Institute of South Texas, Inc., to extend the performance
deadline March 31, 2024, to December 31, 2024.
President Olivarri referred to Item 4.
Mr. Tamez made a motion to approve Item 4, seconded by Mr. Jimenez, and passed
unanimously.
H. PUBLIC HEARING AND CONSIDERATION OF MOTIONS:
6. 24-0637 Public Hearing and Motion authorizing $1,884,903 for the Williams Road Project
for design, reconstruction, and drainage improvements of Williams Road to
Rodd Field Road, located in Council District 4.
President Olivarri referred to Item 6. Assistant City Manager Heather Hurlbert stated the
item was presented to ensure the board is aware why the reallocation of funds is being
requested of the $4,327,599 that is allocated for Williams Road Project, $1,884,903 will
be used for the Williams Road Project and $2,500,000 will be reallocated for the
Huntwick Project. In 2025 the funds allocated for Huntwick project will be replenished
back to into the Williams Road Project. Staff recommends authorizing the request for

funding $1,884,903 from the FY 2024 Type B Fund to support the Williams Road Project.
Ms. Olivarri stated the funds received in Type B for the street projects comes to the board
for approval. The roadway selected would be decided by the staff and City Council. Type
B Board does not select the roads.
President Olivarri opened the public hearing.
There were no comments from the public.
President Olivarri closed public hearing.
Mr. LaRue made a motion to approve item 6, seconded by Mr. Tamez, and passed
unanimously.
5. 24-0613
Public Hearing and Motion authorizing $2,500,000.00 from Williams Road
Project to Huntwick Avenue Project for design and reconstruction of Huntwick
Avenue from South Staples Street to HEB Concrete Pavement, located in
Council District 5.
President Olivarri referred to Item 5, motion to authorize the reallocation of$2,500,00
from the Williams Road Project to the Huntwick Project.
President Olivarri opened the public hearing.
There were no comments from the public.
President Olivarri closed public hearing.
Mr. LaRue made a motion to approve item 6, seconded by Mr. Jimenez, and passed
unanimously.
This agenda constitutes notice of any project or type of project that is the
subject of a public hearing for purposes of section 505.160 of the Texas Local
Government Code.

J. EXECUTIVE DIRECTOR COMMENTS:
President Olivarri referred to the Executive Director comments. City Manager Peter
Zanoni had no comments.

There being no further business, President Olivarri adjourned the meeting at 2:24 p.m.

meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government
