Call to Order II. Members Present Andrew Leeton Susie Luna-Saldana Tracy Teague Marshal Tong Joe Kramer called the meeting to order at 2:11 pm. Election of New Officers Pat Eldridge opened the nominations. Joe Kramer was nominated for President, Marshal Tong second. Motion approved. Joe Kramer nominated Andrew Leeton for Vice President, Marshal Tong second the motion. Motion approved. Joe Kramer nominated Isabel Araiza for Secretary, Dvid Gonzalez second the motion. Motion approved. III. Approval of Minutes Joe Kramer moved to approve the minutes from the June 21, 2023 meeting. Susie Luna-Saldana second the motion. Motion approved. IV. Committee Reports 1. Chief of Police- Assistant Chief David Blackmon gave an update on the missing person, Caleb Harris. 2. Spring Break overview - Asst. Chief Blackmon reported on Spring Break with no major issues. CCPD used drone technology to help with Spring Break. Asst. Chief Blackmon attended a drone technology convention in Chula Vista California. 3. Crime Report - Lt. Emily Perez reports that there were 7 homicides last year and 8homicides this year with no unsolved homicides. There has been an increase in aggravated robberies. 4. Auto Theft - Lt. Hagar reports 151 Auto burglaries last year and this year 220 Auto burglaries. There was an increase in auto theft for Hyundai, Kia certain models do not have anti -theft on them. Most of this is due to the TikTok challenge that has gone viral and currently aware of 3 auto crews involved in Corpus Christi. Currently some of the crew members involved are at the Juvenile Justice Center. 1 There has also been an increase in scams targeting the elderly to include phone and cybercrimes. Narcotics - Capt. Asbury spoke on the popular Marijuana products, THC infused candy, looks like Skittles or Nerds. Vape pens and mushrooms. Seized almost a million dollars in two raids. Surveillance and targeted underage drinking went to 21 stores and 17 stores did not sell to minors, but four stores did. Will redo the underage drinking sting again in the beginning of the summer. There has been an increase in Vape pens with batteries in the schools. Mr. Joe Kramer asked, "How often will CCPD be doing the stings?" Capt. Asbury said they have scheduled at least two per month. Susie Luna Saldana asked on the use of drugs. Capt. Asbury said that THC skyrocketed. Asst. Chief Blackmon added that people are going for the legal stuff. Capt. Asbury said there will be more stings to come scheduled at least once a month. B. Finance Report - Alma Casas reviewed the financials. Alma Casas said minor tools budget is up 73%. Pat Eldridge reported due to increase of body armor, ammunition, equipment for the academy. V. Identify items to be placed on next agenda - April 17, 2024, first review of proposed FY 2025 budget VII. Adjourn Joe Kramer adjourned the meeting at 2:45
