Monday, May 20,2024 2:00 PM City Council Chambers
Persons with disabilities who plan to attend this meeting and who may need auxiliary

The mission of the Business &Job Development(Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Leah Pagan Olivarri to call the meeting to order.
President Leah Olivarri called the meeting to order at 2:32 p.m.
B. Call Roll:
Assistant City Secretary Stephanie Box called the roll and verified that a quorum of the
Board was present to conduct the meeting.
Present: 7- President Leah Pagan Olivarri, Secretary Diana Summers, Board Member Robert Tamez,
Vice-President Alan Wilson, Board Member Jesus Jimenez, Board Member Eric Evans
and Board Member Mark LaRue
C. PUBLIC COMMENT:
President Olivarri referred to Public Comment. There were no comments from the public.
D. MINUTES/EXCUSE ABSENCES
1. 24-0764 Approval of Minutes for the Type A April 15, 2024 and December 11, 2023
Regular Meetings.
President Olivarri referred to Item 1. Mr. Tamez made a motion to approve the minutes
as presented, seconded by Mr. LaRue, and passed unanimously.
Mr. Wilson requested an excused absence for the April 15, 2024 meeting. Mr. LaRue
made a motion to excuse the absence, seconded by Mr. Wilson and passed unanimously
Ms. Summers requested an excused absence for the April 15, 2024 meeting. Mr. Wilson

E. FINANCIAL REPORT
2. 24-0756 Type A Financial Reports as of March 31, 2024
President Olivarri referred to Item 2.Assistant City Manager Heather Hurlbert presented
the financial reports as of March 31, 2024.
Board Members and Ms. Hurlbert discussed the following: whether the Type A Board
was recognized at the Water Garden's ribbon cutting; an assessment for the breakwater;
informing the community of the capital improvements that have been completed; arena
updates; parking issues for the American Bank Center; and performing a parking meter
study.
F. EXECUTIVE SESSION ITEMS: NONE
G. AGENDA ITEMS:
3. 24-0816 Motion to amend the Fiscal Year 2023-2024 Corpus Christi Business and Job
Development Corporation budget to release funding in the amount of
$160,560.00 related to the commitment of the Alma at Greenwood project.
President Olivarri referred to Item 3.
Mr. Wilson made a motion to approve Item 4, seconded by Mr. Tamez, and passed
unanimously.
I. PRESENTATION ITEMS:
4. 24-0817 Proposed Type A Sales Tax Reauthorization Update
President Olivarri referred to Item 4. Assistant City Manager Heather Hurlbert presented
a briefing on the proposed Type A sales tax reauthorization.
Ms. Hurlbert presented the following: Agenda; Local Sales Tax; 2 Cents Local Sales Tax
Distribution; Allowable Uses of Local Sales Tax by City; Entities Eligible to Collect Local
Sales Tax; Chapter 327; Allowable Uses of Type NB Sales Tax; Type A Corporation;
Type B Corporation; Authorization Options; Terms; City Council Proposed Project
Funded with 1/8 Cent; City Owned Properties in the Sea District; Feedback on Cultural
and Entertainment Projects; City Council Proposed Projects Funded with 1/8 Cent;
Capital Projects for Consideration; Possible Projects; Possible Capital Projects FM624;
Possible Projects: Turkey Creek; Possible Capital Projects: Clarkwood Ditch/Oso
Tributary; Possible Capital Projects: North Beach Phase 2; Possible Capital Projects:
Corpus Christi Bay; Possible Capital Projects: Williams Ditch; Possible Capital Projects:
Oso Creek; Feed back on Seawall and Flood Control Project; General Feedback;

Calendar and Next Steps.
Board Members, City Manager Peter Zanoni and Ms. Hurlbert discussed the following
topics: whether the city can opt out of a county imposed tax; Type A and B funds can be
used for military projects; principal balance on existing debt for Type A and B; estimated
percent of sales tax that is paid by visitors; whether the funding would include extending
the seawall around the Art Museum; all future improvements will be on public property;
and ballot language will be presented.
J. EXECUTIVE DIRECTOR COMMENTS:
President Olivarri referred to the Executive Director comments. City Manager Peter
Zanoni had no comments.
K. ADJOURNMENT
There being no further business, President Olivarri adjourned the meeting at 3:09 p.m.
This meeting may be held via videoconference call pursuant to Texas Government Code§551.127.If this meeting is held via
videoconference call or other remote method of meeting,then a member of this governmental body presiding over this
meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government
Code§551.125 due to an emergency or other public necessity pursuant to Texas Government Code§551.045.
