Cervantes Isidoro Prado, Sr. Compliance Inspector Mike Dildy Buck Brice, Assistant City Attorney Ty Gentry Ruth Bocchino, Agenda Coordinator Jose Jimenez Tommie Lee Leah Tiner Vacancy-HVAC Tech I. CALL TO ORDER - ROLL CALL: The meeting was called to order at 1:30 pm and a quorum was established with Board Member Tiner absent. II. PUBLIC COMMENT: None. III. APPROVAL OF ABSENCES: 6-15-23: Member Brister. 12-7-23: Members Cervantes, Dildy, Gentry, Lee, and Tiner. 1-18-24: Members Lee, Dildy, Jimenez, and Tiner. 6-15-23: Member Brister. Member Jimenez made a motion to approve the absence, seconded by Member Dildy. The Vote: All Aye. The motion passed. 12-7-23: Members Cervantes, Dildy, Gentry, Lee, and Tiner. Member Dildy made a motion to approve the absences, seconded by Member Cervantes. The Vote: All Aye. The motion passed. 1-18-24: Members Lee, Dildy, Jimenez, and Tiner. No action taken. The meeting was cancelled due to a lack of quorum the day of the meeting. IV. APPROVAL OF MINUTES: 6-15-23 and 12-7-23. 1-18-24 meeting cancelled due to lack of quorum. Member Jimenez made a motion to approve the minutes from 6-15-23 and 12-7-23, seconded by Member Cervantes. The Vote: All Aye. The motion passed. V. DISCUSSION AND POSSIBLE ACTION: Review of 2023 Annual Report Member Brister made a motion to approve the 2023 Annual Report, seconded by Member Cervantes. The Vote: All Aye. The motion passed. Election of Chair and Vice Chair Chairman Merdes opened the floor for nominations for Chairman. Member Jimenez nominated Chairman Merdes, seconded by Member Dildy. Seeing no other nominations, Chairman Merdes closed the nominations. The Vote: All Aye. The motion passed. Chairman Merdes opened the floor for nominations for Vice Chairman. Member Jimenez nominated Member Cervantes, seconded by Member Brister. Seeing no other nominations, Chairman Merdes closed the nominations. The Vote: All Aye. The motion passed. Board makeup and broaden membership A new member was appointed to CTAAB by City Council on 3/19/24; Saul Escovel, which fills the HVAC position. A position of general interest was suggested in order to assist acquiring a quorum and providing technical assistance. HVAC technicians can be difficult to find someone with real experience. It is better to have an odd number of board members. After discussion by the board to revise the makeup and broaden membership, it was decided not to make any changes; no action was taken. Approve 2024 Calendar Member Jimenez made a motion to approve the 2024 calendar, seconded by Member Cervantes. The Vote: All Aye. The motion passed. VI. BRIEFING: Update on dynamic portal and fee waiver: Summary William Witliff, Building Official, stated the following: -updates to dynamic portal is progressing through Infor as planned. Rhythm is also available -fees will be waived as necessary. There are fee reductions taking place on commercial premises Amendments to electrical code -changes to the electrical code was included in the email. The to ground line was removed and 210 was revised. Anything within six-foot of a water supply has to be GFCI protected. Discussion: “on the other side of the wall of the bathroom, in the bedroom, if that is a six-foot travel distance, it has to be GFCI.” If there are other observations, please email Mr. Witliff. VII. BUILDING OFFICIAL REPORT: William Witliff, Building Official, stated the following: -hiring staff and inspectors -plan reviews doing well, with consistent training. -STAR program (Safety, Training, Accountability, Registration) with intake of applications is progressing. This is a voluntary process for contractors to register and the city can recommend the contractor as a viable, trusted company. -Isidoro Prado stated there are 42 code enforcement officers, teams of five to six, being assigned to a district with a district lead. We need a total of 50 officers. -a member asked if the fines assessed could be viewed; it can via an Open Records Request VIII. FUTURE AGENDA ITEMS: electrical amendments. IX. ADJOURNMENT: There being no further business to discuss, the meeting was adjourned at 2:29 pm.
