I. CALL TO ORDER/ROLL CALL:

Vice Chairman Pruitt called the meeting to order at 4:35 pm and a quorum was established with
Chairman Mendez and Commissioner Forrester absent.
II. PUBLIC COMMENT: None.
III. APPROVAL OF MINUTES: June 27, 2024.
A motion was made by Commissioner Landreth to approve the minutes as presented by staff
and seconded by Commissioner McLaughlin. The Vote: All Aye. The motion passed.
Iv. APPROVAL OF ABSENCES: June 27, 2024: Chairman Mendez and Commissioner Mendoza.
A motion was made by Commissioner Riggle to disapprove the absence of Commissioner
Mendoza, seconded by Commissioner Mumme. The Vote: All Aye. The motion passed.
A motion was made by Commissioner Riggle to approve the absence of Chairman Mendez,
seconded by Commissioner Wanzer. The Vote: All Aye. The motion passed.
v. DISCUSSION AND CONSIDERATION:
Robert Kurtz, Historic Preservation Officer, presented a PowerPoint detailing the following:
A. TO RECOMMEND HISTORIC ZONING DESIGNATIONS:
1. 601 N. Water St., Arya Hotel (Corpus Christi Bayfront Hotel)
2. 314 Clifford St.
B. ENDORSE NOMINATION TO THE NATIONAL REGISTER OF HISTORIC PLACES:
1. Casa del Oso Site
601 N. Water Street, Arya Hotel, and 314 Clifford Street both meet the requirements of Historic
Zoning Designations.
Discussion was held by Commissioners.
A motion was made by Commissioner Wilson to designate the Historic Zoning Overlay for 601
N. Water Street, Arya Hotel, formerly known as Corpus Christi Bayfront Hotel, seconded by
Commissioner McLaughlin. The Vote: All Aye. The motion passed.
Mr. Karl Schlatter spoke to Commissioners regarding his work on 314 Clifford Street.
Discussion was held by Commissioners.
A motion was made by Commissioner Riggle to designate the Historic Zoning Overlay for 314
Clifford Street, seconded by Commissioner Wilson. The Vote: All Aye. The motion passed.
After the briefing and map of the Casa del Oso Site recommended for endorsement by the
Landmark Commission, discussion was held by the Commissioners.
A motion was made by Commissioner Wilson to not endorse nomination to the National Register
of Historic Places for the Casa del Oso site but simultaneously let them know about our concerns
and specific statements regarding respect for the site and for the academic pursuits of the
archeological dig and simultaneously protect the property owner's rights now and in the future;
seconded by Commissioner Riggle. The Vote: All Aye. The motion passed
Mr. Kurtz will prepare a letter to the National Register of Historic Places before Saturday.
vi. HISTORIC PRESERVATION OFFICER REPORT: Robert Kurtz
Removal of historic overlay process for NASA station/satellite (and issues related to local
landmark designation for USS Lexington). Presentation on Nasa site/satellite project?
The NASA site did not make the Historic Overlay process because there are
complications that would create problems down the road. The consent form will be
signed, but who will accept responsibility for the site. This does not have any benefit
to the city or the citizens. It would be a pinpoint on a map. This is the same issue with
the Lexington; where to put a sign and an Historic Overlay. Very complicated; there
are several landmarks by the ship already.
2. Balustrade repair on N. Upper Broadway
• Balustrade repairs have begun
3. Cleaning of landmark plaques and gravestones
• A colleague has been contacted to talk to the Texas Historical Commission and Kathy
Wermer about cleaning plaques and gravestones.
4. Steamboat house demolition.
• The Steamboat house has been demolished. Mr. Kurtz wrote a white paper regarding
the house and was able to retrieve a few corbels and a baluster. Commissioners would
like a copy of the white paper.
v11. FUTURE AGENDA ITEMS:
• Vice Chairman Pruitt mentioned that on October 5, 2024, the Friends of Old Bayview
will be cleaning headstones.
• Update on the National Register of Historic Places decision re: Casa de Oso site.
• Heritage Park in general; 40t" Anniversary. Other houses are having problems.
• Results of the survey; turned in at the end of August; a report was sent to THC and
approved.
• Courthouse demolition in 2027.
