Call to Order Joseph Kramer Andrew Leeton Susie Saldana Members Absent David Gonzalez Joe Kramer called the meeting to order at 2:01 pm. II. Public comment No public comments III. Approval of Minutes Andrew Leeton moved to approve minutes from the last meeting March 20, 2024, and Tracy Teague second the motion ---minutes were approved. IV. Committee Reports a. Chief of Police- Assistant Chief David Blackmon thanked everyone for the support that was given for our fallen officer. Assistant Chief Blackmon also said that Buc Days was a success. The weather was great, and they were able to use the sky watch cameras and used 8 LPR for traffic. He also said CCPD has 20 drones, which is the largest in the surrounding area. 1. Crime Report — -Capt. Paddock gave a crime report with overall crime being down. See handout Auto Theft - Capt. Paddock said there were arrests on three major groups for Kia and car thefts. Also, burglaries were a little high due to vehicles backing into businesses to burglarize them. 2. Narcotics - Capt. Asbury gave a report on cases filed. In 2023 there were 4713 cases. 785 felonies, 1513 misdemeanors, 1160 municipal court cases with 221 pending cases and 34 forfeit cases. Capt. Asbury also said the 1160 municipal cases were from game rooms. b. Homeless Report—Asst. Chief Mark Schauer, Sr. Officer Sean Barnes, and Sr. Officer Art Brown reported on homeless population and programs. c. Finance Director Report- Constance Sanchez reviewed the financials. 1 V. Presentation of second draft of FY2024-2024 proposed budget —Amy Cowley went over slides from the handout packet. VI.
