1. 24-1819 H-E-B Sponsorship of Museum Admission for November and December (Art
Museum of South Texas, Corpus Christi Museum of Science and History, and
the Texas State Museum of Asian Cultures and Education)
City Manager Peter Zanoni presented information on the following topics: HEB Museum
admission sponsorship; Art Museum of South Texas; Corpus Christi Museum of Science
and History; and Texas State Museum of Asian Cultures. HEB is sponsoring free
admission for all museums during November and December.

Executive Vice President of Charter Bank and a member of The Rotary Club of Corpus
Christi Alan Wilson stated that 175 individuals volunteered their time to put up 1,800
flags.

4. 24-1775 Motion authorizing a construction contract to Gerke Excavating, Rockport,
Texas, for Phase 2 of the Cefe Valenzuela Landfill internal roadway replacement
project, in an amount not to exceed $2,643,574.91 with FY 2025 funding
available from the Landfill Capital Fund. (6 votes required)
This Motion was passed on the consent agenda.

5. 24-1780 Resolution authorizing execution of a Design -Build Agreement with the Mako
Contracting, LLC., Corpus Christi, in an amount up to $7,827,277.00 for design
and construction of Industrial Park Roadway Improvements with new concrete
pavement, curbs and gutters, sidewalks with ADA compliant curb ramps,
signage, pavement markings, upgraded street illumination, and utilities
improvements, located in Council District 5 with FY 2025 funding available from
Street B Corp, Street 2024 CO, Storm Water, Water, Wastewater, and Gas
Capital Funds. (6 votes required)
Mayor Guajardo referred to Item 5.
Council Members, City Manager Peter Zanoni, Director of Engineering Services Jeff
Edmonds, and Director of Public Works/Street Operations Ernesto De La Garza
discussed the following topics: some of the funding for this project will come from the
Type A sales tax; a map of the industrial parks will be presented to Council in the near
future; a concern about using a design build contract; a Council Member spoke in support
of using concrete for all industrial streets; and a Council Member expressed concern
about using Certificates of Obligation for this project.
Council Member Pusley moved to approve the resolution, seconded by Council Member
Barrera. This Resolution was passed and approved with the following vote:

6. 24-1804 Resolution to amend City Council Policy 5 G. Rules of Decorum to require
speakers to provide their name and city instead of full address prior to

Mayor Guajardo referred to Item 6.
Council Members and City Secretary Rebecca Huerta discussed the following topics: a
concern about individuals not stating their full address; this amendment to the policy
would offer safety and privacy concerns addressed by the public; and the address will still
be collected on the sign up form.
Council Member Campos moved to amend the resolution to allow all in person speakers
three minutes to speak, seconded by Council Member Klein. The motion failed.
Council Member Klein moved to approve the resolution, seconded by Council Member
Campos. This Resolution was passed and approved with the following vote:

7. 24-1768 Ordinance authorizing the acceptance of grant funds in an amount of
$120,500.00 from the Office of the Governor Homeland Security Grants Division
for the Corpus Christi Police Department to provide funding for overtime and
retirement for four sworn officers eligible under the FY 2025 Local Border
Security Grant Program; and appropriating $120,500.00 into the FY 2025 Police
Grants Fund. (6 votes required)
This Ordinance was passed on first reading on the consent agenda.
8. 24-1800 Ordinance increasing the Corpus Christi B Corporation's Fiscal Year
2024-2025 (FY 2025) operating budget by $221,284.00 for economic
development services to fund a portion of the annual services commitment to
Corpus Christi Regional Economic Development Corporation; appropriating
$221,284.00 from the unreserved balance of the Type B Fund; and amending
the FY 2025 Operating Budget. (6 votes required)

L. PUBLIC HEARINGS: (ITEMS 9 - 12)
9. 24-1763 Second public hearing on the annexation of properties in Industrial Districts No.
1, 2, and 4 in Nueces County that have not executed a new 15-year Industrial
District Agreement effective January 1, 2025.
Mayor Guajardo referred to Items 9 and 10.
Mayor Guajardo opened the public hearing.

11. 24-1753 Zoning Case No. ZN8420, Trans National Business Development Corporation
submitted by Karl Schlatter: (District 2) Ordinance rezoning property located at
or near 314 Clifford Street from the "RS-6" Single Family 6 District to the
"RS-6/H" Single Family 6 District with a Historic Overlay. (Landmark
Commission and Staff Recommend)(6 votes required)
Mayor Guajardo referred to Item 11.
Interim Director of Development Services Michael Dice presented information on the
following topics: aerial view; historic significance; the standards; 314 Clifford Street;
architectural style; pre -rehabilitation; historic rehabilitation; the process; landmark
commission UDC requirement; and staff and landmark commission recommend
approval.
Council Members and Interim Director Dice discussed the following topic: this a good
news item in that the rezoning request is to designate a historic overlay for the
neighborhood, and allows an option to apply for tax credits.

Interim Director of Development Services Michael Dice presented information on the
following topics: aerial view; 601 N. Water Street; historic significance; architectural
style; landmark commission UDC requirement; and recommendation by staff and
landmark commission.
Council Members, Interim Director Dice, and Director of Economic Development
Corporation Arturo Marquez discussed the following topics: this is a good news item in
that the rezoning request is to designate a historic overlay to honor the cultural history of
the property; and no local ad valorem taxes will be impacted.

Mayor Guajardo referred to Executive Session Item 13. The Council went into Executive
Session at 12:57 p.m. The Council returned from Executive Session at 1:48 p.m.
13. 24-1870 Executive session pursuant to Texas Government Code § 551.071 and
Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with
attorneys concerning legal issues related to potential contracts for purchase of
water, risks, costs, and regulations regarding the integration, use, reuse,
delivery, and transfer of water, including, but not limited to, regulations of the
TCEQ, EPA, PUC, and other state and government entities, and other legal
matters related to the provision of water or industrial districts.
This E-Session Item was discussed in executive session.

Please find attached an ongoing petition to show support for our Corpus Christi Public Libraries & the
existing Collection development Policy. The proposed CDP from the Advisory Library Board violates our
First Amendment rights & undermines the professional judgement of the Librarians. It sets up a possibility
for Librarians to be charged with a misdemeanor for knowingly or unknowingly distributing what the
Advisory Board deems pornographic. Those are just some of the problems. The worst is that there has
been no opportunity for much public input. A Library Board member stated at last month's meeting that
the input was received though the Citizens Defending Freedom and public comment. What about everyone
else? We have submitted a petition & no one has responded to our concerns or involved us in the process
of defining community standards. There should be opportunities for everyone to be heard via surveys and
townhalls, as is done for so many other things. Why not for the Library?

Support Our Corpus Christi Libraries
To: Corpus Christi Mayor Paulette Guajardo
The Corpus Christi Public Library (CCPL) Advisory Board has been attempting to censor our library
collection, rewrite the Collection Development Policy, and undermine our constitutional rights
after a majority were appointed in October 2023 in a very irregular and questionable manner by a
majority of the City Council.
Instead of making three reappointments of qualified candidates, the Council broke practice and
appointed five new advisory board members who have consistently discussed the CCPL Collection
Development Policy and almost nothing else. A subcommittee was formed to make
recommendations but no consensus was reached on the recommendations so the advisory board
could not vote on them. The recommendations were added to and resurrected for the next
advisory library board's meeting agenda.
Some of these include:
• Removing terminology and passages in the policy, including terms like "Diversity," "Equity,"
"Inclusion," and "Democracy."
• Removing principles and references reflecting American Library Association (ALA) and Diversity,
Equity and Inclusion (DEI).
• Changing the Reconsideration Policy so the Advisory Library Board has a final say on a
challenged book.
• Removing the requirement that the whole book be read in its entirety to challenge the book
(Miller Test).
• Removing parental or guardian's responsibility for items checked out to a minor (part of an
effort to criminalize professional librarians).
• Creating a library card especially designated for minors that comes with a "Parent Guide".
We demand that the Corpus Christi Public Library Advisory Board:
• Cease their attempts to restrict books and censor information in our Corpus Christi Public
Libraries and leave the Collection Development Policy alone since it is up for review next year.
• Trust and allow professional public library staff to do the job for which they were hired and
trained.
• Advocate for CCPL to be funded in a manner comparable to communities is size to Corpus
Christi since our public library system is chronically underfunded, and it is a stated goal and
objective for 2024 in the Advisory Library Board's Annual Report to City Council.
Why is this important?
We believe that public libraries are for everyone, and censorship is Anti -American. We also believe
in and trust our professional librarians and city staff. Library operations and collection
development should be left in their hands. This unfairly appointed advisory library board is sowing
seeds of mistrust and hate. We want to put love over hate, respect over mistrust.
