Unfinished Business 2. 22-0397 Ex-Officio Member Updates City of Corpus Christi Pagel Printed on 2/5/2025 Island Strategic Action Committee Meeting Minutes -Final January 7,2025 Watershore & Beach Advisory Committee (not in attendance) Parks & Recreation Advisory Committee (not in attendance) Visit Corpus Christi (Meredith Darden, Interim CEO) Hiring process update: VCC has contracted with a national search firm, the same one that hired Brett and the CEO in Port A, about halfway through the process, hiring tentatively around mid to late March. Meredith is always available should ISAC have any questions. Nueces County (Dr. Bryan Gulley) No updates to report. 3. 24-0896 Beach Updates Sergio Gonzalez, Assistant Director, Parks & Recreation Only major update is that bids are out for the dump trucks to re-nourish the sand at the beach, a press release will follow, looking at the 20th or 27th at the latest. Should take no longer than a week or two. 4. 24-0897 Parks Updates Sergio Gonzalez, Assistant Director, Parks & Recreation Barefoot Mardi Gras Update: Traffic control plan (TCP) at 90%, large meeting with stakeholders upcoming, city emphasizing safety, looking at other cities for best practices to ensure attendees safety, will be an all hands on deck event with parks staff and CCPD officers to ensure everyone has a good time. H. New Business for Discussion and Possible Action 5. 25-0028 Island Safety Update Island Bicycle Safety by the numbers: - I n the ten-year period between 1/1/2014 to 11/25/2024 there have been 10 crashes involving cyclists on the Island. 5 of them occurred on Whitecap. - In 2024, only one bicycle accident occurred on the island and the cyclist was found to be at fault. - For some perspective, during this ten-year period, there were 647 crashes involving cyclists city-wide, meaning that the Island made up 1.4% of the accidents in Corpus Christi. - Citizens can review reported crimes in their area by going to https://www.cctexas.com/police, scrolling down to "Resources" and selecting "Crime Dash." 6. 25-0029 Staff Response to Island Skatepark Resolution - The City focus will continue to be primarily on Commodores Park as it is a mid-term City of Corpus Christi Page 2 Printed on 2/5/2025 Island Strategic Action Committee Meeting Minutes -Final January 7,2025 project identified in the Island ADP. - Staff must follow processes outlined and approved by City Council. Commodore Park Outreach (August 2023— March 2024): - Online Survey (1,106 responses) - Only 4% (50 respondents) indicated an interest in skateboarding as an outdoor space option - Community Engagement Events (4x) - Ongoing email engagement and stakeholder meetings Staff will continue to explore a skatepark at Billish Park, but the design and implementation of the Commodores Park Master Plan will be prioritized. 7. 25-0030 Drainage Resolution Update Michael Dice, Director, Development Services Initially planned to take ISAC Drainage Resolution to City Council for consideration on 12/3 but the item was pulled due to lack of stakeholder engagement. Will be scheduling a meeting with stakeholders for the end of January. Once the discussions have concluded staff will work to have it added back to a council agenda, would like to stay on the current track since UDC amendments will be farther out. The ISAC subcommittee will be invited to the meeting(s). 8. 25-0031 2024 ISAC Annual Report Review &Approval State the goals and objectives for the 2024 calendar year: - Continue to work with City Council and staff on uncompleted ADP projects including Commodores Park, the Island Mobility Plan, Paper Streets, and the JFK Causeway underpass (lighting, safety, and parking improvements). Describe the action taken in furtherance of the goals and objectives during the 2024 calendar year: - Commodores Park Plan - Currently in 30% design, ISAC providing feedback throughout the process. - Island Mobility Plan —staff currently working with TxDOT regarding non-automobile uses on PR22 as well as a golf cart circulation plan, also finalizing a contract amendment with HDR to finalize the plan. - Paper Streets— Priority streets (Crowsnest & Sand Dollar) identified by ISAC and recommended to staff. Design contract awarded in early 2025 from the TIRZ #2 fund. - JFK Causeway underpass— Installation of streetlights complete and the City is currently working with the Army Corps for the environmental permits to construct the parking lot under the bridge. Did the board make any recommendations to council? If so, what did they recommend? - Motion of Support for No Wake Zone from the JFK Causeway to the Packery Boat Ramp (January 2024) - Island Drainage Resolution (February 2024) City of Corpus Christi Page 3 Printed on 2/5/2025 Island Strategic Action Committee Meeting Minutes -Final January 7,2025 - Motion of Support to proceed with the Island Mobility Plan as presented to TxDOT with priority of Commodores to Whitecap in the first phase. (September 2024) - Resolution of Support for the implementation of a skate park at Billish Park to be built as soon as possible. (October 2024) What are the goals and objectives for the 2025 calendar year? - Continue to identify projects in the ADP for prioritization/implementation. - Work with staff on budget priorities and funding sources for island projects. How many times did the board meet or fail to meet? The board failed to meet three times in 2024: - July (unable to confirm quorum) - August (city staff ill) - December (unable to confirm quorum) I.
