I. CALL TO ORDER/ROLL CALL: Chairman Merdes called the meeting to order at 1:32 pm and
a quorum was established with Members Brister and Jimenez absent.
II. PUBLIC COMMENT: None.
III. APPROVAL OF ABSENCES: June 20, 2024: Member Gentry.
Vice Chairman Cervantes made a motion to approve the absence, seconded by Member Dildy.
The Vote: All Aye. The motion passed.
IV. APPROVAL OF MINUTES: June 20, 2024.
Member Dildy made a motion to approve the minutes as presented by staff from June 20, 2024,
seconded by Vice Chairman Cervantes. The Vote: All Aye. The motion passed.
V. APPROVAL OF 2024 ANNUAL REPORT:
Vice Chairman Cervantes made a motion to approve the report as amended, seconded by
Member Lee. The Vote: All Aye. The motion passed.
VI. APPROVAL OF 2025 CALENDAR:
Member Gentry made a motion to approve the 2025 calendar as presented by staff, seconded
by Vice Chairman Cervantes. The Vote: All aye. The motion passed.
VII. DISCUSSION AND POSSIBLE ACTION: (No action taken).

VIII. BUILDING OFFICIAL REPORT
Change in leadership at the Director level-Al Raymond has resigned, and Michael Dice is the new
Director of Development Services.
Changes in policy for ladders and virtual inspections: an inspector fell and was injured. Ladder safety
was discussed. If it is not a permanent attic access ladder, ladder inspections will not be performed.
Possibly a recording of the space could be provided.
Update on metrics for scheduled day service: at 97%
Personnel staffing: 20%-27% vacancy rate; just the inspectors; two in training now
Certification percentage: 75% with a certification. Mr. Witliff received his Master Code Professional
Certification
Information Bulletin IB016: Starr Program is launching February 2, 2025. Completely voluntary to
apply.

Starting in January 2025, the 1 Wednesday of the month training will be for staff; the 3 Wednesday

of the month will be for public engagement training ; topics for the 3 Wednesday of the month are
welcome.
