The mission of the Business & Jobs Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Alan Wilson to call the meeting to order.
President Alan Wilson called the meeting to order at 1:30 p.m.
B. CaII Roll:
Assistant City Secretary Stephanie Box called the roll and verified that a quorum of the
Board was present to conduct the meeting.
Mr. Jimenez arrived at 1:33 p.m.
Present 6 - Secretary Diana Summers, Vice -President Alan Wilson, Board Member Mark LaRue,
Board Member Victoria Holland, Board Member Johnny Philipello, and Board Member
Jesus Jimenez
Absent 1 Board Member Vishnu Reddy
C. PUBLIC COMMENT:
President Wilson referred to Public Comment. There were no comments from the public.
D. MINUTES / EXCUSE ABSENCES
1. 24-1786 Approval of Minutes for the Type B Board October 21, 2024 Regular Meeting.
President Wilson referred to Item 1. Ms. Holland made a motion to approve the minutes
as presented, seconded by Mr. Philipello, and passed unanimously.

President Wilson referred to Item 2. Director of Finance Sergio Villasana presented the
financial reports as of September 30, 2024.
Board Members, Mr. Villasana and Assistant City Manager Heather Hurlbert discussed
the following: a detailed report for the administrative expenses for the infill housing;
whether the infill housing fund is being used to purchase lots and the variance in the sales
tax revenue for the past month.

3. 24-1846 Motion approving the 2025 Corpus Christi B Corporation Meeting Calendar.
President Wilson referred to Item 3. Assistant City Manager Heather Hurlbert stated the
dates for the 2025 calendar year are presented in the packet, the meetings are held on
the 3rd Monday of the month with the exception of some months due to the holidays and
there will be no meeting in August due to the city's budget meetings.
Mr. Philipello made a motion to approve the Corpus Christi B Corporation 2025 Meeting
Calendar, seconded by Mr. Jimenez.and passed unanimously.
H. PUBLIC HEARING:
4. 24-1848 Public Hearing and approval authorizing a business incentive agreement
with Texas General Land Office in the amount of $820,000.00 for an
upfront request to mitigate shoreline erosion of public parks along the
Corpus Christi Bay; appropriating $820,000.00 from Corpus Christi B
Corporation Economic Development Fund and amending the budget.
President Wilson referred to Item 4. Mr. Wilson stated item 4 is to approve the transfer of
fund and not the agreement, the agreement will be approved by City Council.
Assistant Director of Parks and Recreation Tyler Florence presented the Shoreline
Erosion of parks along the Corpus Christi Bay project. He presented the following: Areas
of Focus; Park Visits; Background Information; Project Goal; Phase 1 (Data Collection
and Preliminary Alternatives Analysis); Phase 1 Tasks; Cooperation Agreement; Budget
and Recommendations.
Board Members and Mr. Florence discussed the following topics: whether the city will be
awarded the match in funds for phase two; the contractor for the project; prepare a metric
on the economic impact of the park projects; physical impact the parks provide for the
city; and the project is on a reimbursement agreement; request to add a line for "quality of

life" projects to financial reports.
President Wilson opened the Public Hearing.
There was no comment from the public.
President Wilson closed the Public Hearing.
Mr. Philipello made a motion to approve Item 4, seconded by Mr. Jimenez, and passed
unanimously.
This agenda constitutes notice of any project or type of project that is the
subject of a public hearing for purposes of section 505.160 of the Texas Local
Government Code.
I. PRESENTATION ITEMS:
5. 24-1868 Corpus Christi Regional Economic Development Corporation (CCREDC) Small
Projects Update
President Wilson referred to Item 5. Chief Financial Officer and President of the Corpus
Christi Regional Economic Development Corporation Mike Culbertson presented the
quarterly report.
Mr. Culbertson presented the following projects: Texas A&M University - Lone Star UAS
Center; Texas A&M University - Corpus Christi Internship Program; Del Mar College
Internship Program; Del Mar College APEX Accelerator Program; and Del Mar College
Contract Resource Center (CRC).
Board Members, Mr. Culbertson and Del Mar College Program Director for Apex
Accelerator Robert Mirabal discussed the following: job creation/retention difference for
2023 and 2024, Mr. Mirabal presented an updated report that shows totals for the last ten
months.
J. EXECUTIVE DIRECTOR COMMENTS:
President Wilson referred to the Executive Directors comments. Assistant City Manager
Heather Hurlbert had no comments.
K. ADJOURNMENT
There being no further business, President Wilson adjourned the meeting at 2:16 p.m.
This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via
videoconference call or other remote method of meeting, then a member of this governmental body presiding over this
meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government
Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
