The mission of the Business & Jobs Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Alan Wilson to call the meeting to order.
President Alan Wilson called the meeting to order at 1:31 p.m.
B. Cali Roll:
City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
Present 5 - Board Member Mark LaRue, Board Member Victoria Holland, Board Member Johnny
Philipello, Board Member Diana Summers, and Board Member Alan Wilson
Absent 2 - Board Member Vishnu Reddy, and Board Member Jesus Jimenez
C. PUBLIC COMMENT:
President Wilson referred to Public Comment. There were no comments from the public.
D. MINUTES / EXCUSE ABSENCES
1. 24-1942 Approval of Minutes for the Type B Board November 11, 2024 Regular Meeting.
President Wilson referred to Item 1. Ms. Summers made a motion to approve the
minutes as presented, seconded by Mr. Philipello, and passed unanimously.

H. PUBLIC HEARING: NONE
This agenda constitutes notice of any project or type of project that is the
subject of a public hearing for purposes of section 505.160 of the Texas Local
Government Code.
1. PRESENTATION ITEMS:
2. 25-0113 Engineering Services Quarterly Project Update for Type B
President Wilson referred to Item 2. Director of Engineering Services Jeffrey Edmonds
presented the Engineering Services quarterly updates.
Mr. Edmonds presented an update on the following projects: Elizabeth Street (Santa Fe
to S. Staples) construction completion is scheduled for May; Industrial Park Roadway
Improvements; Huntwick Avenue - South Staples to Pavement Change; Williams Drive
(Rodd Field to Lexington Road); and Bear Lane (SPID to Joe Mireur Road - Design
Only).
Board Members, City Manager Zanoni and Mr. Edmonds discussed the following topics:
whether there will be a claw back for the difference between the projected design build
contract and the budget; Williams Drive project does not have access to the subdivision;
and the Corpus Christi Regional Transportation Authority will pursue federal funds or
other sources to aid in the construction cost of Bear Lane.
3. 25-0110 University of Texas at Austin's Home to Texas Program
President Wilson referred to Item 3. Director of Economic Development Arturo Marquez
presented the University of Texas at Austin's Home to Texas Program.
Mr. Marquez presented the following: What is Home to Texas (H2TX); Why should you
Participate; Application Process; Communities' Role in H2TX; Employers' Role in H2TX';
Students Role in H2TX; and Proposed Program Partnership.
Board Members and Mr. Marquez discussed the following topics: the program was
created six -years ago by the University of Texas (UT) at Austin; whether the interns
education course is outside of what is taught at Del Mar College or Texas A&M-Corpus
Christi; the amount that is spent for Del Mar College and Texas A&M University -Corpus
Christi internship programs per student; whether UT Austin is offering a paid internship
program in addition to the scholarship; placement information for the intern into full time
position upon graduation from UT Austin; whether the student will receive course or
college credit for the internship program; the types of business that are eligible for the
internship program; if the city plans to participate in the intern program; if there are
different employers that currently participate with the Del Mar College and Texas A&M

University Internship Program;the requirements for the students to qualify for the program;
and the number of students from Corpus Christi area that attend UT Austin and are
freshmen or sophomores.
4. 25-0117 Presentation and Possible Action Authorizing Small Business Drought
Resilience Program
President Wilson referred to Item 4. Director of Economic Development Arturo Marquez
presented the Small Business Drought Resilience Program with possible action.
Mr. Marquez presented the following: Drought Restriction; Plan of Action; Proposed
Program; Funding Source; and LiftFund, Inc.
Board Member and Mr. Marquez discussed the following topics: whether the city
previously had emergency an emergency fund; the $50,000 is to assist in retaining the
employees of the small businesses; the number of business that are currently struggling
under the current drought restrictions; a breakdown of the administrative cost and how it
will be used; a breakdown how the drought program will differ from the previous
assistance program; business categories that will be funded.
Special meeting will be scheduled for February 10, 2025 to discuss and possibly
approve the Small Business Drought Resilience Program.
J. EXECUTIVE DIRECTOR COMMENTS:
President Wilson referred to the Executive Director comments. City Manager Peter
Zanoni had no comments
K. ADJOURNMENT
There being no further business, President Wilson adjourned the meeting at 2:14 p.m.
This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via
videoconference call or other remote method of meeting, then a member of this governmental body presiding over this
meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government
Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
