DOCKET NUMBER 1186-R, BEING THE CONSTRUCTION OF THE RESERVOIR FOR THE CITY OF CORPUS CHRISTI, TEXAS, AND DECLARING AN EMERGENCY. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI: SECTION 1: That the application for an extension of the project time on the Waterworks Improvement, P. V. A. Docket Number 1186-R to March 1st, 1938, a copy of which application is attached hereto, be in all things approved. The Terrell Bartlett Engineers San Antonio, Texas December 21, 1937. ENGINEERING: US:ew 6/29/37 Docket Tex 1186-R Corpus Christi Waterworks Improvements Under date of January 30, 1937, an application was submitted for an extension of the project time to December 31, 1937. A copy of said letter of application is inclosed herewith for your convenience. In checking through our file, we do not find any approved project change order covering this request. We suppose, however, that approval was given this application and probably the letter authorizing such extension was lost or misplaced. We statethatit is our belief that the application was approved for the reason that a supplemental contract between the City of Corpus Christi and Chamberlain & Strain, under date of July 8th, 1937, which embodied the same essential reasons outlined in"the letter of request for the extension of time, was given approval. In compliance with the terms of the supplemental contract agreement between the City and the -Contractor, work was resumed on October 25, 1937, and your office so advised by letter under date of October 15th. The Contractor has fully caulked the construction joints in the reservoir bottom and partially caulked the joints in the slope walls. An application of cement paint has also been applied to the surface of the slope walis'in an endeavor to waterproof the structure. The reservoir has been filled and leakage observa- tions made. The observations for leakage show that a volume considerably in excess of the allowable is still being obtained. This condition, of course, making it necessary that the reservoir be emptied again and further waterproofing work be done. The reservoir is now being emptied in order that the above-mentioned waterproofing treatment can be accomplished. It is estimated that it will be about the 30th_df this month before the reservoir can be emptied and the Contractor can again enter the same to do the necessary waterproofing, and that a period of approxiOately one month will then be required to complete the treatment. It will then be necessary to again sterilize, fill and check the reservoir for leakage. The filling operation will require approximately two to three weeks as it will be essential that the loading be applied gradually. Should the leakage loss be found satisfactory, the testing of all controls and equipment will be instituted. This testing operation will require, in al: probability, three or four days time. From the above outline, it is readily seen that a minimum time of something like two months will be necessary to complete the project. We are therefore requesting that a further extension of the project completion time as a whole be allowed to March 1st, 1938, and herewith make such formal application. Pertinent data concerning the project is as follows: 1. Amount of Loan: None. 2. Amount of Grant: $73,678.00. 3. Total estimated Cost: $163,730.00. 4. Date of Allotment: October 25, 1935. 5. Date Work Commenced: February 24, 1936. 6. Percentage of Completion of the entire docket on date of request for an extension of time: 99.858 7. Brief statement of work remaining to be done and the approximate expenditures involved: Partial caulking of slope wall joints, waterproofing, sterilization, filling of reservoir for leakage and load test, final test on reservoir controls and pumping. equipment, together with making necessary adjustments of automatic control devices, also making the 20" C. I. connection to existing main supply line at Lipan & Culberson Streets. A sum of $8000.00 has been retained by the Owner until final acceptance. 8. The reservoir has been utilized by the owner during the past summer to meet an emergency situation, then existing, of a serious water shortage. The bottom portion of the reservoir was relatively tight and therefore could be used to a capacity of 12 to 2 M. G. for carrying daily peak loaks of consumption or possible fire demands. The Contractor closed all operations on the site of the project Lay 26,.1937 and the Owner started using the uncompleted structure to cope with the emergency situation then existing. Work on the uncompleted structure was resumed by the Contractor October 25, 1937. When put under test, however, the colume of water lost through leakage exceeded the limitations considerably. The reasons for our Bequest for an extension of the project time to December 31st, 1937 are as follows: 59 1. Date of Request: June 30th, 1937. 2. Docket Number: Tex. 1186-R 3. Location: Corpus Christi, Texas. 4. Type of Project: Waterworks Improvements. 5. Amount of Loan: None. 6. Amount of Grant: $73,678.00 7. Total Estimated Cost: $163,730.00 8. Brief statement of work remaining to be done and the approximate expenditures involved: partial caulking of all construction joints, water proofing, sterilization, filling of reservoir for load test, emptying, final caulking and again filling and conducting final test on reservoir and pumping equipment, and making necessary adjustments of automatic control devices; also making the 20" C. I. connection to existing main supply line at Lipan and Culberson Streets. It is recommended that the sum of $8,000. be retained by the Owner until final acceptance. The said sum of $8,000. being determined as follows: Amount of contract guarantee forfeit on basis of final leakage test $3,500.. Estimated cost of caulking joints 800. Allowance for possible waterproofing work 3,000. Miscellaneous minor items 700. Total to be retained $8,000. 12. The reason for the suspension of work in carrying out the caluking and waterproofing of the reservoir is due primarily to the absolute necessity of utilizing the relatively tight bottom of the reservoir up to a storage of 1-1/2 to 2 LIG for carrying daily peak loads of consumption or possible fire demands thru the summer. Unless the reservoir be so used water pressures cannot be maintained in the City at the present time. It being impossible to both utilize the reservoir and carry out the construction work necessary to complete it at the same time and it being imperative under the present emergency for the City to utilize the reservoir; therefore construction operations were necessarily suspended. 13. An explanation of why the amount of time requested is needed to complete the project. It has been recommended to the Owner that the remaining work be suspended until water consumption in the City has been decreased to a point where the City can safely dispense with the operation of the reservoir. This period will in all probability be in the late fall or early winter. Setting a time of November 1st, 1936, to resume operations and allowing a period of two months for completing the necessary construction work and conducting final tests would place December 31, 1937 as the final completion date of the project. 14. The Contractor closed all operations on the site of the project May 26, 1937 and the Owner started using the uncompleted structure to cope with the emergency situation then existing as outlined above. SECTION 2: The public importance of this Resolution creates a public emergency and a public imperative necessity requiring the suspension of the Charter Rule providing that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such Ordinance or Resolution shall be read at three meetings of the City Council, and that the Mayor having declared that such public emergency and imperative necessity exists, and requests that said Charter Rule be suspended, and that this Resolution take effect and be in full force and effect from and after its passage, and IT IS ACCORDINGLY SO ORDAINED. TO THE MEMBERS OF THE CITY COUNCIL OF TH3 CITY OF CORPUS CHRISTI Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the foregoing Resolution, a public emergency and an imperative public necessity exists for the suspension of the Charter Rule or requirement that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such Ordinance or Resolution shall be read at three several meetings of the City Council, 3, therefore, hereby request that you suspend said Charter Rule or requirement and pass this Resolution finally on the date it is introduced, or at the present meeting of the City Council.
