A RESOLUTION AUTHORIZING THE APPROPRIATION OF TWO HUNDRED
($200.00) DOLLARS A MONTH FROM THE CURRENT FUND OF THE
0,5 CITY OF CORPUS CHRISTI TO BE APPLIED ON THE SALARY OF ROY
MILLER AS WATERWAY AND LEGISLATIVE REPRESENTATIVE OF
THE CITY OF CORPUS CHRISTI AND THE PORT 0F•CORPUS CHRISTI;
AND DECLARING AN EMERGENCY.
WHEREAS,the recent remarkable development of the City of Corpus Christi has
been primarily due to the Port facilities of the Port of Corpus Christi; and,
WHEREAS, the future growth and prosperity of th"e City of Corpus Christi will
depend to a considerable extent upon the further extension of the Fort facilities and the
continued development of cheap water transportation; and,
WHEREAS, various industries with large payrolls that have contemplated locating
in the City of Corpus Christi are at present prevented from locating here because satisfactory
sites are not now available on deep water; and,
WHEREAS, the proper protection and improvement of the bayfront of the City of
Corpus Christi is becoming of increasing importance and requires the cooperation and
assistance of the Federal Government; and,
WHEREAS, the beneficial results of the Intracoastal Canal to those cities
and communities where it is now in operation have been most satisfactory and exceeded the
most sanguine expectations and it is of great importance to the City of Corpus Christi that
the Intracoastal Canal be completed to this City as soon as possible and ultimately
extended to the Lower Rio Grande Valley; and,
WHEREAS, organized effort under competent leadership is essential to the
accomplishment of the required results in developing our water transportation facilities,
securing bayfront protection and beautification, and providing suitable sites for
industries that will give employment to labor and promote the general welfare of the
community; and,
WHEREAS, inestimable service in the location of the port at Corpus Christi
and its subsequent development, as well as in the promotion of the Introcoastal Canal,
has been rendered by the Honorable Roy Miller, who is now nationally recognized as one of
the best informed and most influential men in the United States on water transportation;
and,
WHEREAS, Roy Miller has consented to forego more lucrative employment else-
where in order to return to the City of Corpus Christi and there to devote his energies as
waterway and legislative representative for the further development of the water transportatic
facilities of the City'of Corpus Christi, including the early completion of the Intracoastal
Canal and securing of industrial sites, protection of the bayfront and other important
local projects; and,
WHEREAS, the Commissioners Court of Nueces County has agreed to appropriate
the sum of Two Hundred ($200.00) Dollars per month towards the salary of Mr. Miller on
condition that the City of Corpus Christi will appropriate an equal amount:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1: That by reason and by virtue of the above enumerated considerations
the sum of Two Hundred ($200.00) Dollars per month is hereby appropriated from the current.
fund of the City of Corpus Christi to be applied on the salary of Roy Miller as Waterway'
and Legislative Representative of the City of Corpus Christi and the Port of Corpus Christi,
effective as of January 1, 1938, this appropriation being made with the reservation that
Roy Miller is to receive a total salary for his services to the City of Corpus Christi and
the port of Corpus Christi of Six Thousand ($6,000.00) Dollars per year, and with the
further provision that the said Roy Miller provide for his own traveling expenses.
SECTION 2: The public importance of this Resolution creates a public
emergency and a public imperative necessity requiring the suspension of the Charter Rule
providing that no Ordinance or Resolution shall be passed finally on the date it is intro-
duced, and that such Ordinance or Resolution shall be read at three meetings of the City
Council, and that the Mayor having declared that such public emergency and imperative
necessity exists, and requests that said Charter Rule be suspended, and that this Resolution
take effect and be in full force and effect from and after its passage, and IT IS ACCORDINGLY
SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the foregoing Resolution,
a public emergency and an imperative public necessity exists for the suspension of the
Charter Rule or requirement that no Ordinance or Resolution shall be passed finally on the
date it is introduced, and that such Ordinance or Resolution shall be read at three
several meetings of the City Council, I, therefore, hereby request that you suspend said
Charter Rule or requirement and pass this Resolution finally on the date it is introduced,
or at the present meeting of the City Council.
