Chairman Mike Pusley to call the meeting to order. Chairman Pusley called the meeting to order at 9:30 a.m. B. Assistant City Secretary Stephanie Box to call roll of the Corporation Directors. Assistant City Secretary Stephanie Box called the roll and verified that a quorum of the Board was present to conduct the meeting. Note: Board Member Suckley attended by telephone. C. PUBLIC COMMENT: Chairman Pusley referred to Public Comment. There were no comments from the public. D. MINUTES: 1. 24-1031 Approval of the May 21, 2024 TIRZ No. 3 Regular Meeting Minutes Chairman Pusley referred to Item 1. Board Member Barrera moved to approve the minutes, seconded by Board Member Roy and passed unanimously. Aye: 11 - Board Member Roland Barrera, Board Member Paulette Guajardo, Board Member Gil Hernandez, Board Member Michael Hunter, Board Member Mike Pusley, Board Member James Sedwick, Board Member Jim Klein, Board Member Everett Roy, Board Member Sylvia Campos, Board Member Connie Scott, and Board Member Rudy Garza Absent: 1 - Board Member Dan Suckley Abstained: 0 E. FINANCIAL REPORT: 2. 24-0890 TIRZ #3 Financial Reports as of April 30, 2024 Chairman Pusley referred to Item 2. Assistant City Manager Heather Hurlbert presented information on the following City of Corpus Christi Page 1 Printed on 7/8/2024 SCANNED Reinvestment Zone No. 3 - Downtown Meeting Minutes June 25, 2024 topics: TIRZ No. 3 financial position for the six months ended April 30, 2024; TIRZ No. 3 commitments as of April 30, 2024; project specific development commitments as of April 30, 2024; targeted vacant property improvement commitments as of April 30, 2024; downtown living initiative commitments as of April 30, 2024; commercial finish out commitments as of April 30, 2024; streetscape and safety improvement program commitments as of April 30, 2024; and rooftop activation program commitments as of April 30, 2024. A Board Member and Assistant City Manager Hurlbert discussed the following topic: the projected revenue amount can be reduced. F. EXECUTIVE SESSION ITEMS: NONE G. AGENDA ITEMS: 3. 24-0977 Motion to approve a Downtown Development Agreement with Maher Enterprise, LLC for improvements to the property located at 621 N Chaparral Street for a total incentive amount not to exceed $16,500, effective upon signature by the City Manager or designee. Chairman Pusley referred to Item 3. Executive Director of Downtown Management District (DMD) Alyssa Barrera Mason presented information on the following topics: project site; current photos (interior); current photos (HVAC); and recommendation. A Board Member thanked the developer for their investment in downtown Corpus Christi. Board Member Barrera moved to approve the motion, seconded by Board Member Campos. PRESENTATION ITEMS: 4. 24-1041 Presentation and discussion on the Proposed FY 2024-2025 Tax Increment Reinvestment Zone (TIRZ) #3 Budget Chairman Pusley referred to Item 4. City of Corpus Christi Page 2 Printed on 7/8/2024 Reinvestment Zone No. 3 - Downtown Meeting Minutes June 25, 2024 Assistant City Manager Heather Hurlbert presented information on the following topics: budget overview; budgeted revenues; program budget; proposed expenses; DMD management contract; additional funding components; DMD requested projects in FY 24; DMD requested projects for FY 25; ADA improvements; Mann Street; iluminando tree replacement; downtown safety; park sound installation; and Taylor Street. Board Members, City Manager Zanoni, and Assistant City Manager Hurlbert discussed the following topics: the importance of increasing police officers and lighting downtown; TIRZ 3 is the funding source for downtown streets; and a request for the DMD to provide sales tax numbers downtown. 5. 24-0979 DMD Updates This Presentation was postponed.
