SPECIAL MEETING
A. Chairman Billy Lerma to call the meeting to order.
Chairman Lerma called the meeting to order at 10:24 a.m.
B. City Secretary Rebecca Huerta to call roll of the Corporation Directors.
City Secretary Rebecca L. Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
Present 11 - Chair Billy A. Lerma, Board Member Steve Banta, Board Member Roland Barrera, Board
Member Kenneth Berry, Board Member Paulette M. Guajardo, Board Member Gil
Hernandez, Board Member Michael Hunter, Board Member Ben Molina, Board Member
Mike Pusley, Board Member Greg Smith, and Board Member Jesse Gilbert
Absent 4- Vice Chair Barbara Canales, Board Member John Martinez, Board Member Carol Scott,
and Board Member Roberto G. Hernandez
C. PUBLIC COMMENT:
Chairman Lerma referred to Public Comment.
Shirin Delsooz, 6030 Tapestry Dr., spoke regarding safer bike paths.
D. MINUTES/ EXCUSE ABSENCES:
1. 21-1463 Approval of the July 27, 2021 Reinvestment Zone No. 4 Regular Meeting
Minutes.
Chairman Lerma referred to Item 1.
Board Member Gil Hernandez made a motion to approve the minutes, seconded by
Board Member Guajardo and passed unanimously.

2. 21-1625 Motion approving a Tax Increment Reinvestment Zone#4 Board Meeting Calendar for
2022.
Chairman Lerma referred to Item 2.
There were no questions from the Board.
Board Member Pusley made a motion to approve the motion, seconded by Board
Member Barrera. This Motion was passed and approved with the following vote:

H. PRESENTATION ITEMS:
3. 21-1352 Presentation Lighthouse Pointe Apartment Complex
Chairman Lerma referred to Item 3.
Lighthouse Pointe Project Manager Jonathan Gonzales presented information on the
following topics: 159 units-a village on the water; renderings; current progress; and now
leasing all units-final certificate of occupancy expected by the end of 2021.
Board Members and Mr. Gonzales discussed the following topics: interchangeable
lighting is still being discussed for the lighthouse; and the final certificate of occupancy
should be complete by the end of 2021.
