A. Chairman Everett Roy to call the meeting to order.
Chairman Roy called the meeting to order at 10:13 a.m.
B. City Secretary Rebecca Huerta to call roll of the Corporation Directors.
City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
Note: Board Member Banta attended by video conference.
Present 10 - Board Member Steve Banta, Board Member Roland Barrera, Board Member Paulette
Guajardo, Board Member Gil Hernandez, Board Member Michael Hunter, Board Member

Chairman Roy referred to Public Comment.
Ron Graban, 202 Surfside Blvd., spoke about improving infrastructure on North Beach.
D. MINUTES:
1. 24-0941 Approval of the July 18, 2023 Regular Meeting Minutes, and March 19, 2024 and
April 9, 2024 Special Meeting Minutes
Chairman Roy referred to Item 1.
Board Member Klein moved to approve the minutes, seconded by Board Member Hunter
and passed unanimously.

2. 24-0891 TIRZ #4 Financial Reports as of April 30, 2024
Chairman Roy referred to Item 2.
Assistant City Manager Heather Hurlbert presented information on the following topics:
financial position for the seven months ended April 30, 2024; TIRZ No. 4 commitments as
of April 30, 2024; North Beach project specific development commitments as of April 30,
2024; North Beach living initiative commitments as of April 30, 2024; and North Beach
property improvements commitments as of April 30, 2024.
A Board Member and Assistant City Manager Hurlbert discussed the following topic: a
request for a timeline about how long funds should be encumbered for all TIRZ projects.

H. PRESENTATION ITEMS:
3. 24-0944 Presentation and Discussion on the Proposed FY 2024-2025 Tax Increment
Reinvestment Zone (TIRZ) #4
Chairman Roy referred to Item 3.
Assistant City Manager Heather Hurlbert presented information on the following topics:
budget overview; budgeted revenues; proposed expenses; North Beach survey; and
economic development staff update.
Board Members and City Manager Peter Zanoni discussed the following topics: staff is
considering other funding sources for the Texas State Aquarium parking lot as it would
be more cost effective; a request for an update about the North Beach Linear Park Canal
project; and a request for a document about free dirt requirements from TxDOT that can
be distributed to the public.
