B. Invocation to be given by Msgr. Douglas Courville with St. Patrick's Catholic
Church.
Msgr. Douglas Courville with St. Patrick's Catholic Church gave the invocation.
C. Pledge of Allegiance to the Flag of the United States and to the Texas Flag to be
led by Ethan Martinez, 10th grader at Veterans Memorial High School.
Hyleigh Morgan, 5th grader at Flour Bluff Intermediate School, led the Pledge of

as required by state statute.

5. 25-1046 Ordinance approving the Corpus Christi Crime Control and Prevention District
Budget for FY 2026 with revenues in a total amount of $9,363,764.00 and
expenditures in a total amount of $11,245,362.00 to fund 78 authorized
Police sworn personnel and nine replacement vehicles, and equipment to
support both as adopted by the Corpus Christi Crime Control and Prevention
District Board on June 18, 2025; and appropriating $11,245,362.00 in the
Crime Control and Prevention District Fund.
Council Member Campos moved to approve the ordinance, seconded by Council
Member Roy. This Ordinance was passed on second reading and approved with the
following vote:

6. 25-1126 Ordinance adopting the City Fiscal Year 2026 and U.S. Department of
Housing and Urban Development (HUD) Program Year 2025 Annual Action
Plan (AAP) for the Community Development Block Grant (CDBG) budget in
the amount of $2,746,956, the Emergency Solutions Grant (ESG) budget in
the amount of $233,755, and the HOME Investment Partnerships Program
(HOME) budget in the amount of $1,394,561 for a total of $4,375,272 annual
HUD funding; authorizing the execution of all necessary documents to submit
the AAP; authorizing a staff complement of 17 positions; accepting and
appropriating funding for the approved AAP projects and authorizing the
execution of funding agreements, amendments, environmental review
records, and other documents necessary for all departments to implement the
FY2026 PY 2025 AAP.

generator to $250,000 and distribute $250,000 to Rising Tide Ministries -Safe at Home
Program, Rising Tide Ministries -Wave Academy, and Habitat for Humanity Corpus
Christi (HFHCC)-Critical Repair Program, seconded by Council Member Cantu. No
action was taken.
After debate, Council Member Barrera moved to approve the ordinance as amended,
seconded by Council Member Roy. This Ordinance was passed on second reading as
amended and approved with the following vote:

$5,890,369.00, for the Chlorine System Improvement Project at O.N. Stevens
Water Treatment Plant, located in Council District 1, with FY 2025 funding
available from the Water Capital Fund.

16. 25-1175 Motion authorizing amendment No. 5 to the Design -Build Contract with Kiewit
Infrastructure South Co. of Westlake, Texas to continue design development
to a 60% design and develop a guaranteed maximum price proposal for the
Inner Harbor Water Treatment Campus (IHWTC) Project, on a cost
reimbursable basis for a not to exceed amount of $50,000,000.00, for a total
contract price up to $97,635,177.98, located in Council District 1, with FY
2025 funding available from the Water Capital Fund.

amendment background; amendment scope; design timeline; alternative No. 1;

18. 25-1018 Special Board Meeting of the Corpus Christi Housing Finance Corporation
(CCHFC) to consider a Motion authorizing the General Manager to solicit
proposals from qualified firms, execute a contract in an amount not to exceed
$150,000.00, enter into a Cooperation Agreement with the Corpus Christi
Housing Authority, and expend up to $75,000 from Corpus Christi Housing
Finance Corporation funds to develop a Housing Needs Assessment and
Housing Toolkit that identifies Corpus Christi's current and future housing
needs and consider a Resolution authorizing the sale of the Costa Tarragona
I and Costa Tarragona II Apartments to HKSK Corp. (or its permitted
assigns), consenting to the assignment of the respective ground leases for
such apartments, and approving various other matters required in connection
with such sale.

firmly believe that the industry should be responsible for financing the Inner Harbor Water Treatment
Plant if they intend to utilize it. This allocation of costs is crucial to ensure that the project is sustainable
and that its benefits are maximally realized by those who will benefit from its services.

Dear Mayor and Council members,
I surely would not agree that Corpus Christi is a boring place. At least the City Council meetings aren't
boring.
Regarding agenda item 12. 1 sure hope this is pulled from the consent agenda. This looks like another
attempt of Bill Mahaffey to go beyond the City's mission. The gas department has a hard time fixing the
current leaks in the system within the city limits. Acquiring Rockport's gas system assets will be a
distraction as well as a $5.5 million expense. The City gas department, first and foremost and forever, is
to provide service for the residents of Corpus Christi. It is not to acquire or expand its operations outside
the city's limits. Does Bill have the same dream as Drew and Estaban, to run a reginal utility system
outside the direction of the City Council? To establish an entity outside the oversite of the City Council?
Beware of Bill and keep a close eye on what he is up to.
Agenda item 16 is throwing more good money into a very expensive and slow new water source that
may or may not work as people think it will. There are many other cheaper and faster sources of new
water. Those should be pursued first. Keep in mind, Drew sits on the Texas Desalination Association
board of directors with Josh Tebbe, from Kiewit and Micael Pankratz from GHD. Drew was the lead scorer
for the desal proposals. The Kiewit proposal was the most expensive of the three proposals. At the very
least, Drew should have recused himself from scoring the proposals. Kyle Frazier, the Executive Director,
of the Texas Desalination Association has refused making public the Association's last 2 years of 990
forms as required by law. They are currently under investigation by the IRS.
Item 17, regarding rules of decorum. The rules aren't currently being followed. The City Charter forbids
wearing hats. This has already been brought to the Mayor's attention. My comment is rules should be
the same for everyone, including those on the council. Bull cr_p, is sh_t. One is two words and one is one
word. They both have the same meaning. So, whatever sanctions ranging from admonishment to
termination of comment to removal from the meeting should apply to everyone present. 1 look forward
to all current and future rules of decorum to be enforced by all present during the meeting. If you don't
want to enforce some rules, remove them. In the meantime, no hats allowed. Appendix 5, letter e,
number 7, No wearing of hats, caps, or headgear, except for medical or religious purposes. Letter J,
addresses City Council being courteous, polite, concise, and respectful. Roland's snide comments
regarding commenters are in violation of decorum. The Mayor runs the meeting and all Council
members can call a point of order when they see or hear a violation. If the Council refuses to enforce any
of the rules of decorum in the City Charter, the Council should remove them.
Lastly, item 25 regarding fees for attorneys, depositions fees, and court costs. If any current or past
Council members and/or city staff are involved in litigation because of unethical or bad judgement, that
is on them. The city taxpayers should not be providing any legal or monetary assistance to the people
involved.

This is a bad deal for the CITIZENS of Corpus Christi. We need to take desal back to the drawing board,
incorporate the ENTIRE Corpus Christi MSA in the project and ensure that the risk falls on the shoulders of
everyone instead of solely the citizens of Corpus Christi. The city needs to partner with all entities around
the bay and work together on a scalable long term solution that provides for intake and discharge into the
Gulf of Mexico rather than Corpus Christi Bay.

We Hillcrest "campus" residents strongly oppose the "Desal campus" being built in our neighborhood. The
interest on previous council's Desal loan is $112mil. Vote NO on this $50mi1 expenditure and you have
saved almost half of that today. Then use it to save on that state loan interest. Maybe you could request
Todd Hunter get TX to forgive the other $62mi1.
If still in effect, your 1 topic rule prevents me from saying I approve of Evangeline, agenda items 20 and
22.

My name is Brittni Young. I am a resident of Corpus Christi, and reside in District 3. I'm writing you today to
ask you to vote no on agenda item 16. Why is the council adverse to finding alternative cost-effective
water solutions to our water crisis? We are nearing $1.2 billion dollars for building the Hillcrest/Inner
Harbor desal plant. This price is astronomical, and what is more astronomical is the residents of Corpus
Christi will inevitably have to pay for this plant. Why should the residents, who are already struggling, have
to pay this bill? We didn't consume ourselves into this water crisis. We didn't oversell our natural resources
to industries who DO NOT reinvest into the well-being of this city. Thoughtless leadership will continue to
move forward with this disastrous plan to build the Hilcrest/Inner Harbor desalination plant. Logical
leadership would let go, and halt the development of this plant. Please lead with logic, and vote no on
agenda item 16 before it's too late.

As a property owner and tax payer in Nueces County, I ask that you delay the vote regarding the design
development of the HWTC project. As an elected council person, you have a fiduciary responsibility to the
public tax payer. I ask that you delay the decision in order to personally research the full and detailed cost
of this and future desalination projects. I also ask that you weigh the economic impact of an
environmental lawsuit and or the potential for a negative EPA ruling on these projects.
I realize the significance of these decisions, and I simply ask that you take into account the future of our
God given natural resources and the impact upon future generations of Texans.

I am submitting comment to the Corpus Christi City Council in support of the City Planning and
Neighborhood Development Department's recommendation to undertake a citywide plan to identify and
analyze the City's current and future housing needs. The scope of work intends to include housing needs
at all income levels. Funding sources for this initiative to support a third party professional are
appropriate.
As Housing Navigator at Coastal Bend Center for Independent Living under contract with the Council of
Governments Area Agency on Aging/Aging & Disability Resource Center, I and my colleagues at "Ending
Homelessness Together" urge solicitation of direct input from households and unhoused persons with
lowest incomes at thirty (30) percent and below of Average Market Income (AMI). Targeting is necessary
for a comprehensive Plan to prioritize the greatest need for affordable, accessible housing by household,
housing type, location and commitment to prevent homelessness.

As the CEO of Coastal Bend Community Empowerment, a team leader of Ending Homeless Together, and
a member of Housing Issues Partnership, I am in full support of this proposal from the Planning and
Community Development Department.
Gathering the data specified in this proposed Housing Needs Assessment and Toolkit is the first step
toward developing a long overdue comprehensive housing development strategy for our community.
Without such a strategy it is impossible to make proactive housing development decisions at a time when
the lack of affordable housing is at a disaster level crisis for the increasing number of displaced residents.
We currently have an overabundance of housing being developed in the name of "affordable housing"
which is not affordable for the residents who need it most. We need a comprehensive, evidence -based
strategy to competently address the real housing needs in our community.
An adequate water supply is not our only crisis.

How much will our residential H2O rates & WW increase? Why do we have to foot the bill for this project
that serves private industry more than us.
This unchecked industrial growth will be at the expense of our community's health & environment.
The $1.2B cost is too costly for the amount of H2O to be produced. Then there's operating & maintenance
costs, then how much energy will this take?
I'm concerned with CCM not being able to get the modeling report from Kiewit's engineers - GHD - saying
that it's proprietary just doesn't sit well.
I'm worried about the environmental impacts on the bay - how it will threaten marine life, fishing, & the
coastal ecosystems. I would like to see the brine discharged into the gulf instead.
This project seriously raises environmental, financial & ethical concerns.

I am a proponent of desalination. I am also a conservationist, sportsman and love the life here on the
coast. The Laguna Madre is one of our greatest assets here in the coastal bend and draws people from all
over the state and world. Our fishery and management by Texas Parks and Wildlife is the envy of many
coastal states. The legendary Laguna Madre and Baffin Bay are in our backyard and we must fight to keep
from pumping a brine waste stream back into it. We cannot send brine waste streams back into the bays,
it is too fragile of an ecosystem for us to try and manage the modeled salinities and learn our lesson too
late.
The most responsible waste stream method would be diffusion into the gulf or industrial use.
Let's bring desalinition to Corpus Christi the right way.

I am writing to urge you to please vote NO on Item 16 on the 7/29/25 City Council agenda.
This item would approve a contract amendment with Kiewit to advance the design of city staff's proposed
Inner Harbor desalination plant to 60% completion.
Already the projected cost of the plant has doubled from the original estimate to nearly $1.2 billion, and
staff's July 15th memo revealed that the final price could still increase to nearly $1.8 billion. Even at $1.2
billion, Corpus Christi would be building the most expensive large-scale seawater desalination plant in the
world on a cost -per -unit basis.
Beyond the still -unknown final price tag — and the still -unknown increase in water bills for residents and
small businesses that would be required to pay for the plant — huge questions about the project remain
unanswered.
Please, take action NOW to stop the Desal Disaster before it happens and vote NO on Item 16.

I cannot in good conscience support spending more money on the design for the IHWTC with the current
outstanding issues that have yet to be addressed.
I believe there is insufficient data available to you and the public to make a decision that is in the best
interest of the Coastal Bend. The current modeling is unvetted, with sparse results, all of which is years
past due and is currently being rushed through with little to no disclosure.
This data is critical because it is resident's ONLY guarantee that our investment in this water supply will be
sound. No one will bail us out if the City gets this wrong and the plant is a failure. The science is our only
lifeline and City staff have been unfairly gatekeeping this vital information from you and the public.

delay the vote until the available science has been published and vetted.
