Council Member Campos moved to approve the ordinance, seconded by Council Member Roy. This Ordinance was passed on second reading and approved with the following vote: Aye: 9 - Council Member Barrera, Council Member Vaughn, Council Member Hernandez, Council Member Campos, Mayor Guajardo, Council Member Cantu, Council Member Scott, Council Member Paxson and Council Member Roy Abstained: 0 Enactment No: 033706 6. 25-1126 Ordinance adopting the City Fiscal Year 2026 and U.S. Department of Housing and Urban Development (HUD) Program Year 2025 Annual Action Plan (AAP) for the Community Development Block Grant (CDBG) budget in the amount of $2,746,956, the Emergency Solutions Grant (ESG) budget in the amount of $233,755, and the HOME Investment Partnerships Program (HOME) budget in the amount of $1,394,561 for a total of $4,375,272 annual HUD funding; authorizing the execution of all necessary documents to submit the AAP; authorizing a staff complement of 17 positions; accepting and appropriating funding for the approved AAP projects and authorizing the execution of funding agreements, amendments, environmental review records, and other documents necessary for all departments to implement the FY2026 PY 2025 AAP. INDIVIDUAL CONSIDERATION ITEMS: (ITEMS 16 - 17) 16. 25-1175 Motion authorizing amendment No. 5 to the Design -Build Contract with Kiewit Infrastructure South Co. of Westlake, Texas to continue design development to a 60% design and develop a guaranteed maximum price proposal for the Inner Harbor Water Treatment Campus (IHWTC) Project, on a cost reimbursable basis for a not to exceed amount of $50,000,000.00, for a total contract price up to $97,635,177.98, located in Council District 1, with FY 2025 funding available from the Water Capital Fund. Inner Harbor Desalination Program Management Office Director Brett Van Hazel presented information on the following topics: project update; amendment summary; amendment background; amendment scope; design timeline; alternative No. 1; alternative No. 1 timeline; and alternative No. 2. RECESS TO THE CITY CORPORATION MEETING: (ITEM 18) 18. 25-1018 Special Board Meeting of the Corpus Christi Housing Finance Corporation (CCHFC) to consider a Motion authorizing the General Manager to solicit proposals from qualified firms, execute a contract in an amount not to exceed $150,000.00, enter into a Cooperation Agreement with the Corpus Christi Housing Authority, and expend up to $75,000 from Corpus Christi Housing Finance Corporation funds to develop a Housing Needs Assessment and Housing Toolkit that identifies Corpus Christi's current and future housing needs and consider a Resolution authorizing the sale of the Costa Tarragona I and Costa Tarragona II Apartments to HKSK Corp. (or its permitted assigns), consenting to the assignment of the respective ground leases for such apartments, and approving various other matters required in connection with such sale. Dear Mayor and Council members, I surely would not agree that Corpus Christi is a boring place. At least the City Council meetings aren't boring. Regarding agenda item 12. 1 sure hope this is pulled from the consent agenda. This looks like another attempt of Bill Mahaffey to go beyond the City's mission. The gas department has a hard time fixing the current leaks in the system within the city limits. Acquiring Rockport's gas system assets will be a distraction as well as a $5.5 million expense. The City gas department, first and foremost and forever, is to provide service for the residents of Corpus Christi. It is not to acquire or expand its operations outside the city's limits. Does Bill have the same dream as Drew and Estaban, to run a reginal utility system outside the direction of the City Council? To establish an entity outside the oversite of the City Council? Beware of Bill and keep a close eye on what he is up to. Agenda item 16 is throwing more good money into a very expensive and slow new water source that may or may not work as people think it will. There are many other cheaper and faster sources of new water. Those should be pursued first. Keep in mind, Drew sits on the Texas Desalination Association board of directors with Josh Tebbe, from Kiewit and Micael Pankratz from GHD. Drew was the lead scorer for the desal proposals. The Kiewit proposal was the most expensive of the three proposals. At the very least, Drew should have recused himself from scoring the proposals. Kyle Frazier, the Executive Director, of the Texas Desalination Association has refused making public the Association's last 2 years of 990 forms as required by law. They are currently under investigation by the IRS. Item 17, regarding rules of decorum. The rules aren't currently being followed. The City Charter forbids wearing hats. This has already been brought to the Mayor's attention. My comment is rules should be the same for everyone, including those on the council. Bull cr_p, is sh_t. One is two words and one is one word. They both have the same meaning. So, whatever sanctions ranging from admonishment to termination of comment to removal from the meeting should apply to everyone present. 1 look forward to all current and future rules of decorum to be enforced by all present during the meeting. If you don't want to enforce some rules, remove them. In the meantime, no hats allowed. If any current or past Council members and/or city staff are involved in litigation because of unethical or bad judgement, that is on them. The legendary Laguna Madre and Baffin Bay are in our backyard and we must fight to keep from pumping a brine waste stream back into it.
