Consent - Second Reading Ordinances 4. 25-1414 Ordinance authorizing an amendment to the 30-year ground lease Landfill Gas and Lease Agreement with Corpus Christi Renewables, LLC (CCR) for payment to the City to install and maintain the transmission pipeline from El Centro Landfill to Cefe Venezuela Landfill; to charge CCR a fee for construction of the pipeline up to $1,208,000.00; to set an annual fee for operation of the pipeline; and to allow CCR to utilize the Cefe Venezuela Landfill gas facility to process gas from El Centro Landfill; and generate additional revenue; and providing for publication and an effective date. (28-day delay required between readings) This Ordinance was passed on second reading on the consent agenda. Enactment No: 033789 5. 25-1574 Ordinance authorizing a budget adjustment and amending the Operating Budget for Fiscal Year 2026 for the parking lot expansion and resurfacing project at Gabe Lozano Golf Course, with funding from the Golf Center Fund in the amount of $400,000. This Ordinance was passed on second reading on the consent agenda. Enactment No: 033790 6. 25-1408 Zoning Case No. ZN8622, John Tompkins (District 4). Ordinance rezoning a property at or near 14762 Running Light Drive from the "RM-AT/IO" Multifamily District with the Island Overlay to the "RM-AT/IO/PUD" Multifamily District with the Island Overlay and a Planned Unit Development Overlay; providing for a penalty not to exceed $2,000 and publication. This Motion was passed on the consent agenda. Enactment No: M2025-155 Consent - Capital Projects 8. 25-1659 Motion authorizing a professional services contract with BRW Architects, College Station, TX, to provide design, and bid phase services for the new 17,000 sqft. Enactment No: 033792 12. 25-1595 Resolution authorizing the submission of a grant application in the amount of $212,981.28 for the FY 2025 Supporting Border Crisis Response and Enforcement Projects under the Homeland Security Grant Program from the Texas Office of the Governor for funding for the purchase of a HAZMAT Response Robot for the Corpus Christi Fire Department. This Resolution was passed on the consent agenda. Enactment No: 033793 Consent - First Reading Ordinances 13. 25-1691 Ordinance accepting and appropriating the 2026 Texas Department of Housing and Community Affairs (TDHCA) Homeless Housing and Services Program (HHSP) grant in the amount of $209,232.00 for the General Set Aside and $55,371.00 for the Youth Set Aside, totaling $264,603.00; authorizing the execution of funding agreements, and other documents necessary to implement the 2026 program; and amending the FY2026 Operating Budget. This Ordinance was passed on first reading and approved with the following vote: Aye: 9 - Council Member Barrera, Council Member Vaughn, Council Member Hernandez, Council Member Campos, Mayor Guajardo, Council Member Cantu, Council Member Scott, Council Member Paxson and Council Member Roy Abstained: 0 14. 25-1676 Ordinance to amend the City Code of Ordinances to make following changes to City boards, commissions, and committees: (1) Revise the Park and Recreation Advisory Committee to add an ex-officio member appointed by the CEO of Visit Corpus Christi and add a statement of preferred representation from each Council district; (2) Discontinue the Citizens Advisory Health Board; (3) Revise the Sister City Committee to reflect transfer of Sister City services to contractor United Corpus Christi Chamber; (4) Discontinue the Commission on Children & Youth; (5) Discontinue the Flood Mitigation Hazard Information Committee; (6) Discontinue the Human Relations Commission; (7) Rename the Watershore and Beach Advisory Committee to the Water, Shore, and Beach Advisory Committee; and (8) Revise the Transportation Advisory Commission as a subcommittee of the Planning Commission. Ordinance rezoning a property at or near 15349 Northwest Boulevard from the "FR" Farm Rural District to the "RS-6" Single -Family 6 District; providing for a penalty not to exceed $2,000 and publication. (Planning Commission and Staff recommend approval). MUNICIPAL BOND FRAUD — CITY OF SAN ANTONIO TX - 9/14/2024 The City of San Antonio,Texas has been violating the Securities Exchange Act and other many other laws for decades. Specifically,the City of San Antonio has for years made fraudulent material misrepresentations and omissions regarding its financial condition to municipal bond purchasers,underwriters, financial institutions and the public. The City of San Antonio represented itself as financially stable while maintaining an internal structure with adequate controls and procedures to ensure proper budgetary accounting ensuring the City's overall financial stability. However,representatives of the City of San Antonio were,at all relevant times, illegally spending up to$ 5 million a year, falsely listing the expenditures as being telecommunications costs,illegally siphoning the funds from city/grant telecom budgets under the guise of a phone surcharge and hiding the fraud. These persons have been falsifying records,audits,reports,etc. since 1982 and have defeated internal controls especially Administrative Directive 6.12 that was created in 1982 providing a process to consolidate and pay monthly telephone bills and then bill each department for their fair share of the cost. They have committed the judicial crimes of aggravated perjury, subornation of perjury, fraud on the court,etc. in an effort to cover up the fraud. They defamed and banned whistleblowers in violation of the Constitution to silence reports of the criminal activity and participated in four years of meetings violating the Texas Open Meeting Act. In 2008,with proof of the long-term fraud in hand and with the illegal cover- up in full swing they started publishing years of official statements declaring that complaints were"unfounded"and that controls were in place safguarding city assets.In reality, funding was at times used to support criminal schemes to funnel money outside of the City and also spent outside local government codes, open-bidding regulations, grants and bonds guidelines that by law set aside money for telecommunications and E911 support and a voter mandate passed in the fonn of an annual budget ordinance. Bonds sold- $230 million (the number you stated) I will use 4% interest in this example. Annual interest payments due to bond holders- $9.2 million Bonds callable in 10 years. $9.2 million times 10 = $92 million (Caller Times reported it would be $72.5 million) $50 million already spent (the number you stated) $230 million sold less $50 million spent = $180 million City retains It is my understanding that the City can invest the money they haven't spent and earn a rate of return up to the return they are paying bond holders but not over that. The low interest loan is not meant to be a profit center for the City. $180 invested in 10-year US Treasuries that are currently yielding 4% would provide $7.2 million annually for a 10-year total of $72 million. In conclusion, At the end of 10 years, the whole principal is paid back $230 million plus 10 years of interest $92 million ($72.5 million according to the Caller Times) . This total is $322 million. The City retained the unspent $180 million plus the interest income of $72 million (simple interest, not compounded, if compounded this amount would be greater) that totals $252 million. City outflows at the end of the tenth year are $322 million less retained money plus interest $252 million = $70 million. This is what the City eats according to my math. Best regards, John Weber
